During a routine inspection

We inspected Vine Court as part of our scheduled inspection plan. The visit was unannounced which meant that the registered provider and the staff did not know we were visiting.

During the inspection we met and spoke with the registered manager, two care co-ordinators, four care and support workers and three people living in the service.

We reviewed the care and welfare of three people and found their care records were up to date and reflected their current needs.

We looked at how the service was staffed and how the rotas were organised to ensure that people's needs were met.

We had a tour of the building and visited the flats of the three people we spoke with.

We discussed the complaints procedure with the registered manager and we spoke with the people using the service about how to make a complaint. Each person knew about the complaints procedure but had not had the need to use it.

During an inspection looking at part of the service

We undertook an inspection of this service to monitor compliance following a previous visit which was carried out due to concerns being identified.

This visit on 8 August 2012 was unannounced. The provider did not know we were visiting.

People we spoke with again told us they were happy with the support they received. They said that the care was provided in the way they wanted.

A new manager had been employed since the previous visit and she had been focusing on the gaps in staff training and addressing the outstanding quality monitoring issues

During an inspection in response to concerns

We undertook an inspection of this service as part of our routine schedule although we had received some information of concern. This was an unannounced visit. The provider did not know we were visiting.

People we spoke with said they were happy with the support they received. They said that the care was provided in the way they wanted. People said they were happy overall with the times their care was provided.

Some people needed support with meals and drinks and people or their relatives told us they were satisfied that this was provided. People told us that the care workers provided them with a choice of meals.

People were complimentary about the care workers. They said that they treated them with respect and promoted their privacy and independence.

There was no manager at the service and over the 18 months it has been opened there have been a number of changes in manager. In addition there was a shortage of some senior staff. This had resulted in the systems for reviewing and monitoring the care people received to be undertaken intermittently over the period. In addition training, support and monitoring of staff performance had been inconsistent.
