During a routine inspection

We spoke with eight people and their representatives who used the service and found that people were satisfied with the care and support they received. One person told us: 'They make my day when they visit. They are so dedicated and always take time to stop and chat with me and make sure I am ok.'

Care and support plans were 'person centred' and documented in detail. There were regular reviews to ensure that any changes to people's needs were being met. People were involved in the planning and reviewing of their care and support.

Safeguarding policies and procedures to protect vulnerable adults were in place and staff had undertaken safeguarding training.

The provider had a recruitment procedure in place to ensure that staff employed were suitable to work for the provider.

There were training programmes and regular supervision sessions in place to ensure that staff remained competent to deliver care and support to people who used the service.

The provider had effective procedures in place to regularly assess and monitor the quality of the service that was provided to people.

The provider had an effective system in place to deal with complaints that people might raise. Information was available for people who used the service which informed them of how to raise a concern and how they could comment on the service they had received.

During an inspection looking at part of the service

During our inspection, on 23 October 2012, we found that improvements had not been made to ensure that care plans provided clear and accurate guidance to staff about how to meet a persons needs. We also found that the quality assurance system in place was still not adequate, as it had not identified the issues found during the inspection. Following this inspection we issued two warning notices.

We carried out this inspection, on 10 January 2013, to check if the improvements had been made and the provider was compliant with the regulations. During this inspection, we spent time at the office talking with the deputy manager and looking at records. We also visited one of the three housing with care sites where care was provided by this service.

We found that the provider had complied with the warning notices issued, but we will continue to monitor compliance as part of our regulatory duties.

During an inspection looking at part of the service

At the time of our last inspection, in June 2012, we issued compliance actions with regard to the involvement of people in their care, care planning, staffing and the quality assurance system. Following our inspection we received an action plan from the provider which stated that they would be compliant in these four areas by 06 August 2012.

We carried out this inspection, on 23 October 2012, to check whether the improvements had been made and whether the provider was now compliant with the regulations. During the inspection we spent time at the office and also visited one of the three housing with care sites where care was provided by this service.

We found that improvements had been made with regard to evidence that people had been involved in the initial planning of their care and in their reviews. We also found that the staffing levels were adequate and people we spoke with told us that the staff provided them with good care. However, we found that improvements had not been made to ensure that the care plans provided clear and accurate guidance to staff about how to meet people's needs. We also found that the quality assurance system in place was still not adequate as it had not identified the issues that we found during our inspection.

During a routine inspection

During our inspection in June 2012 we spoke with people, and their relatives, using the service provided by community care staff and those living in the housing complex. Their views were varied with regard to the standard of care that they received.

The people, and their relatives, who we spoke with who received care from the community care staff were very positive about the care provided. They said that the care staff arrived on time and stayed for at least the amount of time they were supposed to. One person did say that the carers had occasionally been five minutes late but that they always apologised for this when it occurred. They said that the staff always asked if there was anything else that they could help with before they left.

One person told us, 'The staff are very good, very friendly and helpful. I have no faults to report." Another said, 'We have the same carers every day, they are flexible and will stay if we need them to." All the people we spoke with said that they were able to contact the team leader if they needed to speak with them and that any requests for changes to care were immediately acted upon.

At the housing complex people, and their relatives, were mixed in their responses to our questions about the care that they received. One person told us, 'I like it here, if I wasn't happy I would tell the manager.' Another told us, 'I don't need to tell the staff anything as they do it well, so why change.' However, we did also speak with people and their relatives who had concerns about the care that was being provided. Three people told us that they did not think that there were enough staff to support people with dementia as the other people living in the complex often had to intervene as they were concerned about their safety, or the effect they were having on other people.

During a routine inspection

All of the people we talked with were satisfied with the service they had received from the agency. One person told us "My carer would do anything for me". Another person told us their carers were "Wonderful young ladies who would do anything for me". All of the people confirmed that they were treated with dignity and their choices were respected.
