Not all leaders understood the context in which the provider delivered care, treatment and support. A registered manager was in place at the service who had the skills and experience necessary to lead the service well. However, roles and responsibilities within the wider management of the service were not clearly defined, and we could not be assured that the suitability of all people within leadership roles at the service had been appropriately assessed.

The provider fostered a positive culture where people felt they could speak up and their voice would be heard. Staff confirmed that they had received training in how to whistle-blow and how to raise a safeguarding alert. However, concerns were noted regarding the availability of a suitable space where staff could discuss issues and raise concerns in confidence due to the presence of CCTV within the office. The provider advised they were in the process of arranging to have this removed.

The provider did not always have clear responsibilities, roles, systems of accountability or good governance. They did not always act on the best information about risk, performance and outcomes, or share this securely with others when appropriate. Everyday management of the service and care delivery was undertaken by skilled and experienced staff and leaders. However, there was a lack of provider level oversight at the service from individuals who had the appropriate level of knowledge and skills to monitor a nursing home. The provider was in the process of registering a nominated person to undertake this role.
