During an inspection looking at part of the service

We spoke with three people who received services from Maple Care and Support Services. One person told us "I'm getting everything I need", another person told us "they [care workers] treat me with respect." We looked at the care records for four people and found that most of the care plans and risk assessments were up to date and we saw they had been written indicating the preferences and involvement of people who used the service.

We found that it was not evident that care plans were being followed consistently.

People told us they were given choice about their day to day life. Staff were able to explain to us how they encouraged and supported people to make choices about their lives. People we spoke with told us they felt safe. The staff we spoke with had undertaken safeguarding training and were able to identify different types of abuse and what action they would take. We found some staff were not aware of the action they needed to take when presented with a safeguarding concern and that the provider had not taken appropriate action when there had been a safeguarding concern.

Staff had had some mandatory training but there were areas specific to the service, such as mental health awareness, where they had not had follow up training .

We saw that the organisation had ways to collect information and feedback in the service.

During a routine inspection

All the people we spoke with felt that their support workers were caring and friendly. One person said: "Staff are very good. They are alright". We noted that people were supported to have meals that met their cultural needs and were supported to attend their preferred place of worship. Each person who used the service had a risk assessment and care plan in their files. However, some of the risk assessments were not detailed enough to give staff guidance on how to minimise or eliminate the risks to people to ensure that they are safe. Up-to-date support plans were also not in place to indicate that some people who used the service received appropriate care and support to enable them to achieve their goals of, for example, moving on and live independently.

We noted that the provider had a safeguarding policy and that staff had attended training on adult safeguarding. People who used the service felt safe and there were systems in place for auditing incidents and accidents. However, we noted that the provider did not report some incidents to the Care Quality Commission or the local authority on time. This put people who used the service at risk.

Staff who worked at the service felt that they were supported by and support from the manager and their colleagues. We observed people who used the service were relaxed when talking with staff. We noted that staff had training and experience to provide care that met people's needs.
