During a routine inspection

We were unable to speak with patients due to the nature of the service. The provider's quality assurance system is based on seeking the views of those who use the service. Event organisers who use the service are asked to complete satisfaction survey forms on the quality of services provided.

We looked at the survey forms returned by six event organisers and could see that they were satisfied with the quality of service provided. For example, one event organiser stated 'Very satisfied in all respects, staff are polite and the service provides everything expected.'

We spoke with an event organiser who had used the service on a number of occasions and we asked them about their experience of the services provided. They said 'Cheshire Ambulance provides an extremely good service. They always provide appropriately qualified and experienced paramedics in accordance with our exacting requirements'.

We looked at patient treatment records and found that these provided an accurate record of the assessment of injuries and treatment provided.

We could see that the provider continuously monitored the quality of the service provided so patients were safe and protected from receiving inappropriate treatment and care.

We found that the services safeguarding policies and procedures needed minor improvement to ensure that ambulance staff were equipped with appropriate guidance on how to safeguard vulnerable people in the event of any evidence or suspicion of abuse.

We were unable to speak with patients treated by the provider due to the nature of the service provided. The provider's quality assurance system is based on seeking the views of those who use the service. Event organisers who use the service are asked to complete satisfaction survey forms on the quality of services provided. We looked at the survey forms returned by four event organisers and could see that they were satisfied with the quality of service provided. For example, one event organiser stated 'Ambulance staff were polite and professional and overall we are very satisfied with the service provided'.

We spoke with an event organiser who had used the service on a number of occasions and we asked them about their experience of the services provided. They said 'Cheshire Ambulance is an excellent service, we are more than satisfied'. They told us that staff were always polite, courteous and carried out their duties with due regard for the needs, dignity and privacy of the patient. They told us that the event doctors who worked closely with the ambulance staff, also spoke highly of Cheshire Ambulance and services they provide.

We looked at patient treatment records and found that these provided an accurate record of the assessment of injuries and treatment provided.

We looked at staff recruitment files and saw that the service had appropriate recruitment and selection procedures in place, so patients were safeguarded from abuse.

During an inspection looking at part of the service

We were unable to speak with patients treated by the provider due to the nature of the service provided.

As part of this review we spoke with an event organiser who had contracted the provider to provide an ambulance service on a number of occasions. They told us that they were more than satisfied with the service provided. They said 'Cheshire Ambulance Service provides professional services tailored to our individual needs and risk assessment'. They said 'staff present as competent, well trained and carry out their duties and responsibilities with respect for the people they treat. They also told us that they had not received any complaints from people Cheshire Ambulance Service they had treated.'

During an inspection in response to concerns

We were unable to speak with patients treated by the provider due to the nature of the service provided.

An event organiser who had contracted the provider to provide an ambulance service on a number of occasions told us that they were generally satisfied with the service provided. However on one occasion the provider had not informed them that they were unable to meet contractual obligations until after the event. This meant that the event organiser was unable to procure appropriate ambulance services from an alternative provider so the welfare of people who attended the event was put at potential and unnecessary risk.
