Our view of the service

Date of assessment: 30 September to 12 October 2026. Riseup Healthcare Ltd is a domiciliary care agency providing personal care to adults of all ages who may be living with dementia, a sensory impairment, a physical disability, a learning disability or an autistic person in their own homes. The Care Quality Commission (CQC) only inspects where people receive personal care. This is help with tasks relating to, for example, personal hygiene, eating, and drinking. Where they do, we also consider any wider social care provided.

At the time of our assessment, 68 people were receiving the regulated activity of personal care. We assessed the service against ‘Right support, right care, right culture’ guidance to make judgements about whether the provider guaranteed autistic people and people with a learning disability, respect, equality, dignity, choices, independence and good access to local communities that most people take for granted.

The last comprehensive assessment of the service was in June 2026 where it was rated requires improvement. It was rated requires improvement in safe and well led, and good in effective, caring and responsive. At that assessment, we found the service to be in breach of 2 legal regulations relating to safe care and treatment, and good governance. We took enforcement action which required the provider to be compliant by 18 September 2026. This was a focused assessment on the key questions of Safe and Well-led. We found that the service had made significant improvements and was no longer in breach of legal regulations relating to safe care and treatment, and good governance.

We continued to find people received good quality care from staff who were dedicated, thoughtful, and committed to delivering person-centred care. People continued to speak highly of the staff that supported them and the service itself.

The provider had taken assertive and robust action to make improvements following the assessment in June 2026. For example, they had employed the skills of a consultant to help guide them and taken on extra staff to support with records and governance, the area in which significant shortfalls were previously identified. This had resulted in a comprehensive governance system being introduced that helped mitigate the risk of non-compliance with regulations and the subsequent impact this may have on those people using the service. This had also ensured risks to people had been identified, mitigated, managed, and reviewed, helping to protect them from the risk of harm. Whilst the governance system required further embedding, it had identified actions required and helped the provider make improvements resulting in compliance.

People's experience of this service

People consistently told us they were happy with the kind and person-centred care they received. They told us they felt safe with the staff that supported them and that care was delivered professionally and consistently by the same group of staff who knew their needs well. People had confidence in the staff that supported them and told us they had the skills, knowledge, values, and abilities to deliver kind, patient, and appropriate care. People told us staff were particularly alert to safety aspects and were diligent in helping protect them from risk and highlighting any potential concerns. For example, one person said, “Staff are always there when I am walking around with the stroller. I can see they are very cautious with me, and they make sure I am balanced well.” Everyone we spoke with agreed safety was a priority although not at the expense of allowing people to be independent and in control of the care they received.

People told us staff delivered care with attention to infection prevention and control and that they received their medicines safely and as prescribed. They told us staff supported them to be well and maintain their health. One person who used the service said, “They [staff] make me feel better.”

The feedback we received was consistent in agreeing that the service was well managed by a registered manager and wider team who were caring, helpful, and available. People told us they felt listened to, were involved in their care and the planning of it, and that the service regularly sought their feedback. People told us communication was good and that they felt comfortable in raising concerns in the knowledge they would be resolved.

Everyone we spoke with told us they would recommend the service. One person’s relative summarised this by telling us, “They are reliable and caring, they do what I need them to do and they do it well. The quality of the staff is very good.”
