This assessment was the first inspection of Jadaky Care Agency Office.
Jadaky Care Agency Office is a domiciliary care agency providing personal care and support to adults and children living in their own homes. The provider was registered to support adults, children and people living with dementia. At the beginning of the assessment, the provider was supporting 1 child with personal care, and a second child was due to commence care. However, the provider had a condition on their registration which meant they were not permitted to support people with a learning disability and/or autism. CQC only registers providers to provide care and support to people with learning disabilities and / or autism following an application being submitted by the provider and an assessment of the provider in which they should demonstrate how the service would maintain people’s dignity, privacy and facilitate person-centred care.
After speaking with the provider and the local authority, the provider stopped supporting the children and was no longer providing a regulated activity to anyone. A decision was made for the Care Quality Commission (CQC) to report on the evidence received at the point of the assessment where the regulated activity ceased. There has been no overall rating awarded for this assessment.
The recruitment of staff was not safely managed. The provider failed to ensure they followed their own recruitment policies. Staff required further training and competency assessments to ensure they understood their role.
Care plans and risk assessments were in place. We reviewed the care records in place for children and two adults who had been previously supported by the provider and found they were sufficiently detailed.
The provider failed to understand the scope of their registration. The provider only applied to support people living with a learning disability and /or autism after they had already started supporting them.
Staff felt supported and shared they could raise any concerns with the registered manager or senior care workers.
Infection control measures were recorded in care records and staff understood the importance of infection, prevention and control.
The provider was in breach of the legal regulations in relation to good governance and fit and proper persons employed.
We have asked the provider for an action plan in response to the concerns found at this assessment.
