Date of assessment: 2 and 10 March 2026. Lifeline Carers PVT Limited (Preston) is a care at home service, currently registered to support 7 people. The service supports older people and is also registered to support adults under 65.

The provider had a positive learning culture. People and staff could raise concerns when they needed, confident that managers would investigate incidents properly. Staff understood their safeguarding responsibilities and managed risks. People were protected and kept safe from the risk of abuse. There were appropriate environmental risk assessments to help people maintain safe environments at home, and for staff to support them. Staff managed medicines safely. People and their relatives were involved in planning any changes to their care.

The registered manager and other staff reviewed care plans to ensure any changes in communication, personal, spiritual, emotional and health needs were taken into account. The provider had recently moved from one electronic care records system to another and were making continual improvements to the level of detail in people’s care plans.

The provider’s policies and processes had regard to current evidence and good practice; these were regularly reviewed.

People were supported to eat and drink to stay healthy, with their preferences respected and catered for. Staff worked with other agencies involved in people’s care to ensure good outcomes for them and smooth transitions when moving between services. Staff made sure people understood their care and treatment to enable them to give informed consent. The provider advocated well for people to ensure they could access the services they needed.

People were treated with patience, kindness and compassion. Staff respected their privacy and dignity. People had choice in their care and had made bonds with consistent members of staff. Staff arrived on time, stayed for the duration of calls and responded to people in a timely way. The provider supported staff wellbeing, for instance through working flexibly regarding rota planning.

People and their relatives were involved in decisions about their care. The electronic records system allowed for remote access by relatives, giving them additional involvement and assurance. People knew how to give feedback and that this would be listened to.

Leaders were clear about the culture being one of person-centred care. Leaders were visible, knowledgeable and supportive, helping staff develop in their roles. Staff felt supported to give feedback and were treated equally, free from bullying or harassment. Staff understood their roles and responsibilities.

People's experience of the service

People and relatives we spoke with were consistently positive about their care and the staff that supported them. People confirmed staff almost always arrived at the agreed time (and if not, they were informed of this). They also confirmed staff stayed for the duration of calls and did not leave early or appear stressed. People had developed trusting bonds with their care staff, and got to know them.

One person said, “I feel my relative is always well respected and she says she’s happy chatting with them.” Another said, “They are always very respectful with my relative. The carers encourage them to make his breakfast to promote his independence.”

People felt they were supported to have a good quality of life and chose how they wanted to be supported. Meal preparation was an area of positivity. One person said, “They do nice meals for [person] and always respect their choices.”

People and relatives found staff to be upbeat and positive, which helped them in turn have a positive experience. One relative said, “The carers were easy to get on with and have a great personality.” Another said, “There is absolutely no negativity from this agency. The personality of the carers was brilliant and we always had a laugh and good banter with them, like friends. At first my relative didn’t want the carers, but later wanted them there all the time."
