During a check to make sure that the improvements required had been made

When we completed our last inspection in September 2013 the provider was not compliant with all the regulations. We identified concerns over the way the home was managing people's medication. We also had concerns over the maintenance of the accommodation. The provider sent us an action plan telling us the actions it would take to improve the service.

The provider sent us information to confirm it had acted on the issues we had identified as having an impact on the people that lived at the home.

An effective system was in place to monitor and check that people were having their medication as prescribed.

Information provided by the provider confirmed that some progress had been made towards improving the accommodation for people that lived at the home.

During a routine inspection

This was an unannounced scheduled inspection. The staff did not know we were visiting. As part of this inspection we spoke with care staff, the manager, relatives and social and health care professionals. People who lived at the service could not tell us about their experiences of living at the home.

People's wishes about their lifestyle were taken into account when decisions were made. When people were not able to make decisions about their care, procedures were in place to make sure that decisions were taken in their best interest.

People were having their personal care and health needs met. We observed that people received personal care in the way they wished and met their needs. People were well supported to access appropriate health care treatment.

Care staff received regular relevant training. They had regular individual supervision meetings with their manager. This meant that people received care from care staff that were trained and supported to provide care at a satisfactory standard.

The home had systems in place to review and monitor the care that people received. They maintained regular contact with relatives of people that lived there to gain their views about the care provided.

Areas of the home were not well maintained as there were plans for people to move to alternative accommodation during 2014. This meant that the home did not provide people with a homely environment.

During a routine inspection

At the time of our inspection four people were living in the home. People were unable to tell us how they found life at the home but we saw that they looked well cared for, comfortable and at ease. We saw that staff treated people compassionately; offering discreet assistance and support when it was needed.

We looked at the care planning documentation of a person using the service to see how their care was provided and managed. We talked with staff who were aware of and able to discuss people's care needs. Staff told us that they had received training to help them understand how to meet the needs of people in their care.

At the time of this inspection we found that there were sufficient staff on duty to meet the needs of people who used the service. Staff told us sometimes the staffing levels are tight. We have asked the provider to review the levels of staff due to the high support needs of people.

The manager showed us that they regularly audited the service people received to maintain the high standards they expected.
