Condition of this registration relating to carrying out this regulated activity
The registered provider must not admit any new service users to Harper house - Wolverhampton, 1 Moathouse Lane West, Wolverhampton, WV11 3HB without the prior written agreement of the Care Quality Commission. This includes any respite or emergency admissions of service users, any readmissions of previous service users, or where service users return to the location following admission to hospital.
The registered provider must implement an effective risk assessment for the building and renovation work being completed. This must detail the risks, mitigation, guidance for staff and contractors to follow and oversight arrangements to ensure service users are protected from the risk of harm during building and renovation work. The registered provider must provide evidence of this to the Care Quality Commission by 4pm, Monday 8 June 2026.
The registered provider must implement effective risk mitigation whilst they await a fire risk assessment to be completed by a competent person. This risk mitigation must detail the risks, mitigation, guidance for staff to follow and oversight arrangements to ensure service users, staff and visitors are protected from the risks associated with fire. The registered provider must submit evidence of this to the Care Quality Commission by 4pm, Monday 8 June 2026.
The registered provider must implement effective risk assessments, management plans and oversight for service users identified as being at risk of choking. These documents must be developed with the involvement of suitable professionals and detail the risks, mitigation, guidance for staff to follow, and oversight arrangements to ensure care and support is safe and meets service users’ individual needs. The registered provider must provide evidence of this to the Care Quality Commission by 4pm, Tuesday 9 June 2026.
The registered provider must implement an effective system to ensure service users receive ‘as required’ medicines in response to presenting behaviours that challenge only as a last resort and in line with the prescribers’ instructions. The registered provider must submit evidence of this system to the Care Quality Commission by 4pm, Tuesday 9 June 2026.
The registered provider must ensure environmental hazards relating to hot water, hot surfaces, falls from height, clinical waste, broken fire door seals and items that are classed under the Control of Substances Hazardous to Health (COSHH) have been assessed and addressed. The registered provider must submit evidence of this to the Care Quality Commission by 4pm, Friday 12 June 2026.

The registered provider must not provide Accommodation for persons who require nursing or personal care in a specialist service to people whose presenting need for care or support is as a direct result of the person’s learning disability and or autism at or from Harper House - Wolverhampton.
