During a routine inspection

This service provided support to people with a learning disability in their own homes. This was either on a full time basis or for a specified period each week. Some people lived with their families and others lived in multi-occupancy buildings where they were all supported by this provider. Some lived on their own in the community.

Many of the people who used this service were unable to communicate verbally. We were able to talk with some people who gave us their views on their care.

Staff told us that they felt able to raise any issues with the manager or senior staff should they have any concerns. Staff talked about how they kept people safe from harm. Staff told us about the training that the home had arranged for them to attend so that they would recognise abuse and how to report it.

We saw and were told that staff were always available when people needed help.

The provider had developed a system whereby they couldan monitor how well the home iwas meeting the needs of the people who lived there.

During a routine inspection

We visited the office and looked at three people's care records out of the 26 people who used the service. We looked at records about staff and the running of the agency. We spoke with three relatives as people were unable to tell us their views. We spoke with six staff and the manager.

Families were involved in care planning and told us that they were happy with their relative's care and regular contact with staff. They commented, 'X has a good life'; 'staff are reliable'; 'managers listen and sort things out.'

Care records showed that people were supported in ways they preferred, in line with their abilities, lifestyles and religious beliefs. Health conditions were closely monitored. Medication and dietary needs were met and staff had specialist training to do so for people with complex needs. Staff worked closely with other providers and health professionals to deliver care and treatment and to make best interest decisions.

People had flexible support from consistent staff. Staff felt well supported by their line managers, regular meetings and had professional development for their roles. They all commented, 'we have very good training."

Systems in place were known by staff to respond to and learn from any adult safeguarding concerns, incidents and complaints. Everyone we spoke with and reports we received from other organisations said that the agency was well run.
