IECC Care provides personal care to people as part of the support they need to live in their own homes. Personal care is provided under separate contractual arrangements to those for the person's housing. CQC only inspects where people receive personal care. This is help with tasks related to personal hygiene and eating. Where they do, we also consider any wider social care provided. At the time of the inspection the service was supporting 14 people living across 5 supported living services, including single self-contained flats or in shared bungalows. Everyone who used the service received personal care.
We completed this assessment to check for improvements since our last assessment in October 2023. The provider was previously in breach of the regulations relating to person centred care, safe care and treatment, safeguarding people from abuse, safe recruitment, staff training and good governance. Although improvements were noted, the provider was found to be in breach of regulations for infection prevention and control (IPC), safe environments and equipment and a continued breaches relating to staff training and good governance.
We have assessed the service against the ‘Right support, right care, right culture’ (RS, RC, RC) guidance to make judgements about whether the provider guaranteed people with a learning disability and autistic people respect, equality, dignity, choices, independence and good access to local communities that most people take for granted.
Right Culture - Systems and processes for assessing, monitoring, and improving the quality and safety of the service required further strengthening. Checks on the premises were not consistently identifying IPC issues and necessary improvements and repairs to the premises and equipment. Language used in people’s care records did not always demonstrate a caring and compassionate approach to understanding what the person was experiencing or what they were communicating during times of anxiety and distress.
Right care - The provider was not always following the RS, RC, RC or CQC Housing with care guidance for supported living services to ensure people had a choice about where, and who they lived with and who provided their care. The provider has since submitted an action plan to rectify this including amending people’s tenancy agreements to reflect a clear separation between the provision of the accommodation and people’s care. The service had sufficient staffing levels to meet people’s needs, including provision of additional staff to facilitate access to the community. However, staff training needed to improve.
Right support - People received care and support from staff that knew them well. Staff felt valued and supported by the directors and management team. External healthcare professionals were complimentary about how the service worked with them and supported people but noted the need to improve communication and record keeping.
This service has been in Special Measures since October 2023. The provider demonstrated improvements that have been made. The service is no longer rated as inadequate overall or in any of the key questions. Therefore, this service is no longer in Special Measures. We have asked the provider for an action plan in response to the concerns found at this assessment.
