During a routine inspection

As part of the inspection process we used an Expert by Experience to obtain the views of people who used the service. The expert spoke to a total of 13 people, five people who used the agency and six relatives. People were generally happy with the care and support the agency provided. People told us that the staff who supported them were normally punctual and stayed the correct length of time. They said staff were friendly and cheerful and treated them with dignity and respect.

One person told us. 'I can't fault them in anyway'. Other people said: ' The staff are brilliant I haven't had one in my house that I wouldn't want to come back' and 'I am happy with everything and have no complaints'.

We spoke with the manager, one of the directors, a care co-ordinator and seven members of staff. They all told us they were well supported by Helping Hands Allcare Limited. They told us training was good and they were provided with the information they needed to support people effectively. All of the care staff we spoke with told us that they had time allowed to travel between care calls. One person told us 'If I have to travel long distances the office always allows me enough time'.

During a routine inspection

We looked at assessments and care plans for four people who used the service and spoke with three people by telephone. We found that people's dignity and independence were respected. All three people told us how good the service was. One said the service was 'very good, I'm quite happy'. Another said 'I am one satisfied customer'. The third said the carers were 'very helpful, professional, not clock watching'.

Individual needs of people were assessed and continually reviewed and care plans updated as a result. People experienced care, treatment and support that met their needs and protected their rights.

We looked at safeguarding arrangements for staff training, talked to three staff and people who used the service and reviewed care plans. We found that people were protected because the provider had taken reasonable steps to identify the possibility of abuse and prevent it from happening. We saw how the provider worked in cooperation with other agencies in order to protect one person.

We looked at staff recruitment records and records of supervision and training. We found that people's welfare needs were met by competent staff who were properly trained and supported.

The provider had in place effective systems to assess and monitor the quality of service which sought people's views and changed practice as a consequence where required.
