During an assessment under our new approach

Date of Assessment: 7 May 2026 to 13 May 2026. The service is a care at home service providing support to older people/younger adults/ living with dementia, nursing needs, mental health conditions, and physical disabilities. We completed this assessment remotely, which means we did not physically visit the office location.

We assessed the service against ‘Right support, right care, right culture’ guidance to make judgements about whether the provider guaranteed people with a learning disability and autistic people respect, equality, dignity, choices, independence and good access to local communities that most people take for granted.

People, relatives and staff spoke positively about the culture, leadership and quality of support. People told us staff were kind, reliable and highly consistent, which helped people feel safe and reassured. Feedback described care as person centred, with staff knowing people well, maintaining dignity and supporting independence. Professionals also reported positive working relationships, stating staff communicated well and responded promptly to concerns.

Care plans were written in a person-centred way and reflected people’s preferences, routines and life histories. Risks were identified, particularly in relation to the environment and medicines, and there was evidence that care was delivered in line with care plans.

Staff told us they felt well supported and described a positive, hands-on management approach. Training was up to date, planned in advance and included a mix of online and face-to-face learning. Systems for staffing, rotas and continuity planning were in place and generally effective. However, recruitment records showed gaps in safer recruitment practice. Also, a safeguarding incident had not been notified to CQC as required, and incident records lacked sufficient detail to demonstrate learning. This was addressed at the time of our inspection.

Overall, the service demonstrated a caring culture, strong relationships and consistent care delivery. Leadership was visible and supportive, but improvements were needed to strengthen governance, safeguarding oversight and recruitment compliance. The provider has since updated us and has taken action to ensure these areas are now addressed.

During a routine inspection

Ralle Health Limited is a domiciliary care service that provides personal care to people living in their own homes. The people who use the service have a range of needs. There were 18 people receiving a personal care service at the time of this inspection.

At our last inspection we rated the service good. At this inspection we found the evidence continued to support the rating of good and there was no evidence or information from our inspection and ongoing monitoring that demonstrated serious risks or concerns. This inspection report is written in a shorter format because our overall rating of the service has not changed since our last inspection.

People said this was a safe service. They knew all of the staff and felt comfortable with each of them.

People were supported in a safe way. Staff had training in infection control and had all the necessary equipment to care for people in a hygienic way. People who required assistance with medicines were supported by staff who had training in medicines management.

People’s needs were assessed before the care service was arranged. Staff were trained in care and relevant health and safety topics. People’s consent was sought and recorded before care was provided.

Where appropriate people were supported with meals. No-one was at significant nutritional risk, but the registered manager was aware of how to support people with any modified diet and drink requirements. The service had good working relationships with health care services and any changes in people’s health were referred to the right service.

People were supported to have maximum choice and control of their lives and staff supported them in the least restrictive way possible; the policies and systems in the service supported this practice.

People and relatives consistently praised the caring, kind and helpful attitude of staff and registered manager. There were good relationships between people and staff. People felt confident that staff knew their needs, preferences and wishes.

Ralle Health Limited provided a personalised service that matched each person’s individual needs. Care records were sufficiently detailed to guide staff in the individual needs of each person. People told us felt included in all discussions about their care.

People, relatives and staff stated they had confidence in the registered manager and the way the service was run. The registered manager was also the founder and Nominated Individual of this small company. They were committed to making continuous improvements to the service.

During a routine inspection

This announced comprehensive inspection took place on 31 May 2016. The provider was given 36 hours’ notice of the visit because the location provides support and personal care to people living in their own homes and we needed to ensure there were people in the office to assist with our inspection.

Ralle Health Ltd (Ralle Health) was registered in May 2015 and this is the first inspection since the service was registered. At the time of our inspection Ralle Health was providing care and support to 18 people, with a variety of needs.

Ralle Health Ltd is registered with the Care Quality Commission (CQC) to provide care and support to people living in their own homes in the Wigton area of Cumbria. Care is provided to older people, some whom may be living with dementia and other complex needs, adults with a physical disability and younger adults.

There was a registered manager, who is also the registered provider, in post at the time of our inspection. A registered manager is a person who has registered with the Care Quality Commission to manage the service. Like registered providers, they are ‘registered persons’. Registered persons have legal responsibility for meeting the requirements in the Health and Social Care Act 2008 and associated Regulations about how the service is run.

People were safe receiving support from this service. They were protected against the risk of abuse and their rights were respected.

Safe systems were used when new staff were recruited to check that they were suitable to work in people’s homes.

People were supported by staff who were trained to care for people with complex and varied needs.

The staff were kind and caring and knew the people they supported well. People were included in decisions about their care and were supported to follow activities they enjoyed.

People were supported to maintain good health through external healthcare providers.

Staff interacted with people in a positive way and support was focussed on the individual and on providing the care they wanted. People’s dignity and privacy was respected at all times.

People were involved in the care planning process and gave their consent to the care and support provided.

The registered provider had a procedure for receiving and handling complaints about the service.

There was an appropriate system in place for monitoring the provision of care and support.
