People were protected from the risk of harm and abuse. People were supported to understand and manage risk. Care plans were clear and provided sufficient guidance for staff to keep people safe. There were sufficient and appropriately trained staff in place to support people.

Safeguarding

Staff completed health and safety, including fire safety checks of the environment to help ensure risks were mitigated as far as possible.

Staff used an electronic system to report concerns, incidents and accidents. This promoted the provider having oversight and being able to manage risks. The management team completed regular audits and action plans were put in place if any risks were identified.

People told us staff knew how to support them with known risks. Risks to people had been assessed and risk assessments were in place to help mitigate risks as far as possible. These risks included areas such as supporting people with mobility equipment or with personal care.

Involving people to manage risks

Staff told us they were well supported by the management team and were able to discuss their job roles in supervisions and meetings. The registered manager informed us of a “open door policy for all.” This was confirmed by staff who stated, “The managers are like family, you can call them even at the weekend.”

The provider recruited new staff in line with legislation to help ensure they were suitable for their job roles and at the time of site visit were actively recruiting to a domestic position. The registered manager used a dependency tool to determine the number of staff needed on to safely support people.

We used the Short Observational Framework for Inspection (SOFI). SOFI is a way of observing care to help us understand the experience of people who could not talk with us.

There were sufficient numbers of suitably qualified staff to meet people's needs. Staff had completed training relevant to their roles and there were systems in place for the provider to identify and monitor staff training requirements. People consistently told us staff were "good" and "helpful". Those unable to communicate using words used gestures such as, nodding to staff when asked who supported them and giving a thumbs up when asked if they felt safe.

Safe and effective staffing

Staff knew how to report any concerns both at the service and to external authorities such as the local authority safeguarding team.

During the SOFI, we observed staff work together to safely support people using equipment, offering reassurance to the person to ensure they were not placed at risk of avoidable harm.

The provider's safeguarding policy and processes were in line with relevant legislation. Staff were trained in safeguarding and had a good understanding about how to protect people from different forms of abuse.

People told us they felt safe when being supported by staff, relatives we spoke with confirmed people were safe. One relative said, 'They’re great, good staff, the manager is very good.” Relatives and people confirmed they felt able to raise any concerns they had.
