During a routine inspection

This visit was part of our planned schedule of inspections. However. Excell Home Care has not been providing personal care to people for the past two months. We were therefore not able to speak to people using the service or assess the quality of the service people received.

At our previous visit on 27 November 2012 we found that the agency was not complying with some essential standards of quality of safety. The provider sent us an action plan on 21 January 2013 to tell us about the actions they were taking to address the compliance actions. At this visit we assessed if suitable actions had been taken.

At our visit on 27 November we found that there not suitable arrangements in place to assess and manager potential risks to people. At this visit the provider had accessed a range of risk assessment tools that would be used should the agency provide care to people.

Our previous visit found that not all staff had received training in safeguarding adults. This has been addressed and staff training had been delivered. The action plan also informed us that staff had been made aware of the whistle blowing and safeguarding policies so that they knew how to report concerns if they had any.

Recruitment procedures have been improved since our last visit and suitable checks are made to ensure staff are suitable to work with vulnerable adults.

During a routine inspection

Whilst the agency has been registered since 8 April 2011 they have only begun to provide care to people within the past four months and there are currently few people receiving care. To gather views about the service we spoke with two relatives by telephone.

Relatives told us the agency was reliable and that staff were "Lovely". There was continuity of care provided for people as, apart from leave or absences the same staff visited people. We found people were provided with information about the service and knew what to expect.

People had been assessed and their care needs discussed with them and their families. Relatives told us that people had been asked about their routines and preferences and were involved in the care planning process.

We found that there were not robust recruitment procedures in place to ensure staff were suitable to work with vulnerable people.

We found that there were systems in place to ask people and relatives on their views of the service.
