During an inspection looking at part of the service

Beech Grove Care Home is registered to provide accommodation and personal care for up to 33 people. The home is located in a residential area near to the centre of Clitheroe. Accommodation is provided on two floors in 31 bedrooms and one shared bedroom. 13 of the bedrooms have an ensuite facility. At the time of the inspection, there were 26 people living in the home.

The registered manager had established effective infection prevention and control procedures which were understood and followed by the staff. The registered manager had introduced a screening process for visitors when entering the building, which included temperature checks as well as the provision of personal protective equipment (PPE).

Admission to the home was completed in line with COVID-19 guidance. People were only admitted following a negative COVID-19 test result and supported to self-isolate for up to 14 days following admission to reduce the risk of introducing infection. The registered manager explained people’s health and well-being was carefully monitored during this time. A regular programme of testing for COVID-19 was in place for staff and people living in the home. This meant swift action could be taken if any positive results were received.

There were plentiful supplies of PPE and stocks were carefully monitored. PPE was near people's rooms for staff to easily access when they were supporting people with personal care. PPE was disposed of safely in clinical waste bins which helped reduce the risk of cross contamination. Staff had been trained in infection control practices and posters were displayed throughout the home to reinforce procedures. We observed staff were using PPE appropriately. There were sufficient staff to provide continuity of support should there be a staff shortage.

The layout of the service and the communal areas were suitable to support social distancing. The premises had a good level of cleanliness and was hygienic throughout. Housekeeping and care staff were following an enhanced cleaning schedule and there was good ventilation. The atmosphere of the home was cheerful and calm. We observed staff were attending to people’s needs and supporting with activities.

Infection prevention and control audits took place which ensured the registered manager had oversight of all aspects of infection control. Policies, procedures and risk assessments related to COVID-19 were up to date which supported staff to keep people safe.

Accommodation is provided on two floors in 31 bedrooms and one shared bedroom. 13 of the bedrooms have an ensuite facility. At the time of the inspection, there were 32 people living in the home.

People’s experience of using this service and what we found

People told us they felt safe and staff were kind and caring. Staff understood how to safeguard people from abuse and report any concerns. There were sufficient numbers of staff deployed to meet people's needs and ensure their safety. Appropriate recruitment procedures ensured prospective staff were suitable to work in the home. People received their medicines safely and on time. Risk assessments were carried out to enable people to retain their independence and receive care with minimum risk to themselves or others. People were protected from the risks associated with the spread of infection.

People were supported to have maximum choice and control of their lives and staff supported them in the least restrictive way possible; the policies and systems in the service supported this practice. People’s needs were assessed prior to them using the service. There was ongoing training for all staff. Staff were supported with regular supervisions and were given the opportunity to attend regular meetings to ensure they could deliver care effectively. People were supported to eat a nutritionally balanced diet and to maintain their health.

Staff treated people with kindness and respect and spent time getting to know them and their specific needs and wishes. Our observations during the inspection, were of positive interactions between staff and people who lived in the home. Staff were responsive to people’s needs. People were provided with appropriate activities and had access to a complaints procedure. All people had a care plan which was reviewed at regular intervals.

The registered manager carried out a number of audits to check the quality of the service. The registered manager provided clear leadership and took into account the views of people, their relatives, staff and visiting professional staff about the quality of care provided. The registered manager and staff used the feedback to make ongoing improvements to the service.

During a routine inspection

We carried out an inspection of Beech Grove Care Home on 3 and 4 July 2017. The first day of the inspection was unannounced.

Beech Grove Care Home is registered to provide accommodation and personal care for up to 33 people. At the time of the inspection 32 people were accommodated in the home. The home is located in a residential area near to the centre of Clitheroe. Accommodation is provided on two floors in 31 single bedrooms and one shared bedroom. 13 of the bedrooms have an ensuite facility.

This was the first inspection of the home since the registration of a new provider. We found the provider was meeting all the current regulations.

The service had a registered manager in post. A registered manager is a person who has registered with the Care Quality Commission (CQC) to manage the service. Like registered providers ('the provider'), they are 'registered persons'. Registered persons have legal responsibility for meeting the requirements in the Health and Social Care Act 2008 and associated Regulations about how the service is run.

People living in the home said they felt safe and staff treated them well. People were supported by enough skilled staff so their care and support could be provided at a time and pace convenient for them. Appropriate recruitment procedures were followed to ensure prospective staff were suitable to work in the home. Safeguarding adults’ procedures were in place and staff understood their responsibilities to safeguard people from abuse. Potential risks to people's safety and welfare had been assessed and preventive measures had been put in place where required. People's medicines were managed appropriately and according to the records seen people received their medicines as prescribed by health care professionals.

Staff had the knowledge and skills required to meet people's individual needs effectively. They completed an induction programme when they started work and they were up to date with the provider's mandatory training. People were supported to have maximum choice and control of their lives and staff supported them in the least restrictive way possible; the policies and systems in the service supported this practice. There were appropriate arrangements in place to support people to have a varied and healthy diet. People had access to a GP and other health care professionals when they needed them.

Staff treated people in a respectful and dignified manner and people's privacy was respected. People living in the home had been consulted about their care needs and wherever possible had been involved in the care planning process. We observed people were happy, comfortable and relaxed with staff. Care plans and risk assessments provided guidance for staff on how to meet people’s needs and preferences. There were established arrangements in place to ensure the care plans were reviewed and updated regularly. People were encouraged to remain as independent as possible and were supported to participate in a variety of daily activities. People were also offered the opportunity to go on regular trips in the community.

The registered manager was well respected and provided strong, supportive leadership to her team. Systems were in place to monitor the quality of the service provided and ensure people received safe and effective care. These included seeking and responding to feedback from people in relation to the standard of care.
