During an inspection looking at part of the service

On our inspection of 18 March 2013 we found that the provider had not undertaken the appropriate recruitment checks prior to staff commencing their employment. This meant that there was no evidence to verify people were cared for, or supported by, suitably qualified, skilled and experienced staff.

The provider wrote to us 2 July 2013 to inform us they would initiate Disclosure and Barring Service checks (DBS) for staff and obtain the required documentation.

During this inspection we reviewed the progress the provider had made to meet essential standards in requirements relating to workers. We saw personnel records were being kept and the provider had applied for DBS checks.

During a routine inspection

People who use the service understood the care and treatment choices available to them. The patients we spoke with told us that they were given clear explanations and options for treatment. One person said that the dentist did not try to persuade them to have treatment that was not needed.

They said that they would definitely recommend the dentist to other people.

People's needs were assessed and care and treatment was planned and delivered in line with their individual treatment plan. The patient records that we saw contained information on each treatment, and on the advice that was given.

Patients told us that the surgery was always very clean. There were effective systems in place to reduce the risk and spread of infection.

The surgery employed two dentists and two dental nurses, one of whom also acted as receptionist. All four had worked together at the surgery for many years, and no new staff had been employed. Due to the length of employment of everyone working at the surgery appropriate checks were not undertaken before they began work. The provider did not maintain the required information and checks to show that staff were fit to work with children and vulnerable adults.

The provider had an effective system in place to identify, assess and manage risks to the health, safety and welfare of people who use the service and others.
