During an inspection looking at part of the service

We carried out this announced focused inspection on 22 March 2022 under section 60 of the Health and Social Care Act 2008 as part of our regulatory functions. We planned the inspection to check whether the registered practice was meeting the legal requirements in the Health and Social Care Act 2008 and associated regulations. The inspection was led by a Care Quality Commission, (CQC), inspector who was supported by a specialist dental adviser.

To get to the heart of patients’ experiences of care and treatment, we usually ask five key questions, however due to the ongoing COVID-19 pandemic and to reduce time spent on site, only the following three questions were asked:

• Is it safe?

• Is it effective?

• Is it well-led?

These questions form the framework for the areas we look at during the inspection.

Our findings were:

  • The dental clinic appeared to be visibly clean and well-maintained.
  • The practice had infection control procedures which reflected published guidance.
  • Staff knew how to deal with medical emergencies. Appropriate medicines and life-saving equipment were available.
  • The practice had systems to help them manage risk to patients and staff.
  • Safeguarding processes were in place and staff knew their responsibilities for safeguarding vulnerable adults and children.
  • The practice had staff recruitment procedures which reflected current legislation.
  • The clinical staff provided patients’ care and treatment in line with current guidelines.
  • Patients were treated with dignity and respect and staff took care to protect their privacy and personal information.
  • Staff provided preventive care and supported patients to ensure better oral health.
  • The appointment system took account of patients’ needs.
  • There was effective leadership and a culture of continuous improvement.
  • Staff felt involved and supported and worked as a team.
  • Staff and patients were asked for feedback about the services provided.
  • Complaints were dealt with positively and efficiently.
  • The dental clinic had information governance arrangements.

Background

The provider has 584 practices and this report is about Rushden Dental Practice.

Rushden Dental Practice is in Rushden, Northamptonshire and provides NHS and private dental care and treatment for adults and children.

There is level access to the practice for people who use wheelchairs and those with pushchairs. The practice is located on the first floor of a health centre and can be accessed by a lift or stairs. Car parking spaces, including dedicated parking for people with disabilities, are shared with the medical centre and are available at the front of the practice. The practice has made reasonable adjustments to support patients with additional needs.

The dental team includes five dentists (Including one specialist dentist), nine dental nurses (including four trainee dental nurses), one dental hygienist, a practice manager and four receptionists. The practice has four treatment rooms.

During the inspection we spoke with one dentist, one dental nurse, one receptionist and the practice manager. A compliance manager and an area manager were also in attendance to provide support. We looked at practice policies and procedures and other records about how the service is managed.

The practice is open:

Monday to Friday from 8am to 6pm.

We noted innovative approaches to providing person centred care. The practice arranged a children’s day in the February half term holiday, prioritising appointments for children, providing colouring sheets and crayons.

During an inspection looking at part of the service

This inspection was a follow-up of an inspection we carried out in November 2013. At the inspection in November 2013 we found that the provider had not operated or maintained the appropriate standards of cleanliness and hygiene in relation to the equipment and reusable medical devices they used.

During this inspection we found that the provider had made the required improvements. The provider had introduced systems that ensured appropriate standards of cleanliness and hygiene in relation to the equipment and reusable medical devices they used.

During a routine inspection

People who used the service told us that they liked the care and treatment they had received. A person said, 'The staff are friendly and caring and the dental treatment provided is excellent.'

People were given information and support about their care or treatment. A person told us, 'The dentist first had a look in my mouth and then explained everything including what had caused the problem and what could be done to sort it out.' Another person said, 'The dentist always explains what they are doing and I have no worries at all.'

The building and facilities where people received a service were clean tidy and well maintained.We found that the provider needed to make improvement to their systems for cleaning soiled dental instruments so the risk of spread of infections was minimised.

We found that the provider had carried out checks on staff before they were employed to make sure they were fit to carry out their roles and responsibilities.

The provider had a quality assurance system to monitor the quality of service provided.
