The assessment was conducted remotely between 1 June to 1 July 2026. Enerst Care Carlisle is a domiciliary care agency registered to provide personal care to people in their own homes. At the time of assessment, the provider was supporting 9 people. The service provides care and support to adults over the age of 65 and adults under the age of 65, including people living with dementia and people with physical disabilities. The provider delivers personalised, person‑centred care designed to support individuals to remain safe, well, and as independent as possible within their own homes.

The Care Quality Commission (CQC) only inspects services where personal care is provided this includes assistance with tasks related to personal hygiene and eating. Where applicable, any wider social care provided is also considered. The provider had a registered manager in post who was registered with CQC, ensuring that both the registered manager and the provider were legally accountable for the operation of the service and the quality and safety of care delivered.

The provider demonstrated a strong commitment to delivering safe, effective, caring, responsive and well-led care. Robust governance, quality assurance and risk management systems supported the delivery of safe and consistent care, with strong oversight from the registered manager. Staff were appropriately trained, supported and competent in their roles, and worked effectively with healthcare professionals and external agencies to ensure coordinated care and positive outcomes. Care planning was detailed, person-centred and regularly reviewed, with people and their relatives actively involved in decisions about care and support. The service promoted a positive culture of openness, learning and continuous improvement, supported by regular audits, service improvement plans and innovative approaches to care delivery.

People's experience of the service

People using the service experienced care that was kind, compassionate and personalised to their individual needs and preferences. Feedback from people and relatives was consistently positive, with individuals reporting that staff treated them with dignity, respect and kindness and listened to their wishes. People were actively involved in care planning, reviews and day-to-day decisions, promoting choice, control and independence. Communication was open and accessible, and people felt able to raise concerns or provide feedback. People's needs were recognised and respected, and reasonable adjustments were made where necessary to ensure equitable access, positive experiences and person-centred outcomes.
