Inspection carried out on 14 November 2019

During a routine inspection

We carried out this announced inspection on 14 November 2019 under section 60 of the Health and Social Care Act 2008 as part of our regulatory functions. We planned the inspection to check whether the registered provider was meeting the legal requirements in the Health and Social Care Act 2008 and associated regulations. The inspection was led by a Care Quality Commission, (CQC), inspector who was supported by a specialist dental adviser.

To get to the heart of patients’ experiences of care and treatment, we always ask the following five questions:

• Is it safe?

• Is it effective?

• Is it caring?

• Is it responsive to people’s needs?

• Is it well-led?

These questions form the framework for the areas we look at during the inspection.

Our findings were:

Are services safe?

We found this practice was providing safe care in accordance with the relevant regulations.

Are services effective?

We found this practice was providing effective care in accordance with the relevant regulations.

Are services caring?

We found this practice was providing caring services in accordance with the relevant regulations.

Are services responsive?

We found this practice was providing responsive care in accordance with the relevant regulations.

Are services well-led?

We found this practice was providing well-led care in accordance with the relevant regulations.

Background

Ocean Dental is in Fallowfield, Manchester and provides NHS and private dental care and treatment for adults and children.

There is ramped access to the reception and waiting area. There are steps to access the treatment rooms. Arrangements can be made to see wheelchair users at one of the provider’s other accessible locations. On street parking is available near the practice.

The dental team includes two dentists, two dental nurses (one of which is a trainee), a part time dental hygiene therapist a receptionist and a practice manager. The practice has three treatment rooms, of which two are currently in use.

The practice is owned by an individual who is the principal dentist there. They have legal responsibility for meeting the requirements in the Health and Social Care Act 2008 and associated regulations about how the practice is run.

On the day of inspection, we collected 31 CQC comment cards filled in by patients. Patients were positive about all aspects of the service the practice provided.

During the inspection we spoke with both dentists, a dental nurse, the receptionist, the practice manager and the provider’s compliance manager. We looked at practice policies and procedures and other records about how the service is managed.

The practice is open: Monday to Friday 9am to 6pm

Our key findings were:

  • The practice appeared to be visibly clean, tidy and well-maintained.
  • The provider had infection control procedures which reflected published guidance.
  • Staff knew how to deal with emergencies. Appropriate medicines and life-saving equipment were available.
  • The provider had systems to help them manage risk to patients and staff.
  • The provider had safeguarding processes and staff knew their responsibilities for safeguarding vulnerable adults and children.
  • The provider had staff recruitment procedures which reflected current legislation.
  • The clinical staff provided patients’ care and treatment in line with current guidelines.
  • Staff treated patients with dignity and respect and took care to protect their privacy and personal information.
  • Staff provided preventive care and supported patients to ensure better oral health.
  • The appointment system took account of patients’ needs.
  • The provider had effective leadership and a culture of continuous improvement.
  • Staff felt involved and supported and worked as a team.
  • The provider asked staff and patients for feedback about the services they provided.
  • The provider dealt with complaints positively and efficiently.
  • The provider had information governance arrangements.

There were areas where the provider could make improvements. They should:

  • Implement an effective system for recording, investigating and reviewing incidents or significant events with a view to preventing further occurrences and ensuring that improvements are made as a result.
  • Implement an effective system for receiving and responding to patient safety alerts, recalls and rapid response reports issued by the Medicines and Healthcare products Regulatory Agency, the Central Alerting System and other relevant bodies, such as Public Health England.

Inspection carried out on 8 July 2013

During an inspection to make sure that the improvements required had been made

On our last visit to Ocean Dental on 01 November 2012 we found that patients who used the service were at risk of not being kept safe because there were significant gaps in the practice safeguarding policies and procedures and staff had not received any training in relation to safeguarding. We asked the provider to take action to address this concern.

On our visit on 8 July 2013 we saw that the policies and procedures had been updated with the correct information and that the majority of staff had now received the required training. The small number of staff who had not as yet completed this training were booked onto the next available course.

Inspection carried out on 1 November 2012

During a routine inspection

We spoke with patients who told us they were given good information about their treatments and costs. One person who attended for an emergency appointment via the NHS system told us that he did not like going to the dentist. The patient told us that the dentist had explained everything to him in a clear and understandable way, and said, �Probably the best explanation I have had�.

One patient who had been with the practice for approximately ten years told us they were very satisfied with their treatment and it was important for them to visit an NHS dentist. The patients we spoke with told us that they had never made a complaint and that they were more than satisfied with the service provided.

Patients told us they felt they had been involved in their treatment and the dentist explained to them what he was doing and any future treatment they needed.

Staff told us that they enjoyed working there and felt it was a good place to work. They said they had a close working relationship and felt supported by the practice dentist.
