During a routine inspection

We carried out this announced comprehensive inspection on 24 February 2023 under section 60 of the Health and Social Care Act 2008 as part of our regulatory functions.

We planned the inspection to check whether the registered practice was meeting the legal requirements in the Health and Social Care Act 2008 and associated regulations.

The inspection was led by a Care Quality Commission (CQC) inspector who was supported by a specialist dental advisor.

To get to the heart of patients’ experiences of care and treatment, we always ask the following 5 questions:

  • Is it safe?
  • Is it effective?
  • Is it caring?
  • Is it responsive to people’s needs?
  • Is it well-led?

These questions form the framework for the areas we look at during the inspection.

Our findings were:

  • The dental clinic appeared clean and well-maintained.
  • The practice had infection control procedures which reflected published guidance.
  • Staff knew how to deal with medical emergencies. Appropriate medicines and life-saving equipment were available.
  • The practice had systems to manage risks for patients, staff, equipment and the premises.
  • Safeguarding processes were in place and staff knew their responsibilities for safeguarding vulnerable adults and children.
  • The practice had staff recruitment procedures which reflected current legislation.
  • Clinical staff provided patients’ care and treatment in line with current guidelines.
  • Patients were treated with dignity and respect. Staff took care to protect patients’ privacy and personal information.
  • Staff provided preventive care and supported patients to ensure better oral health.
  • The appointment system worked efficiently to respond to patients’ needs.
  • The frequency of appointments was agreed between the dentist and the patient, giving due regard to National Institute of Health and Care Excellence (NICE) guidelines.
  • There was effective leadership and a culture of continuous improvement.
  • Staff felt involved, supported and worked as a team.
  • Complaints were dealt with positively and efficiently.
  • The practice had information governance arrangements.

Background

Dawn Brooks Dental Practice is in Great Harwood and provides NHS and private dental care and treatment for adults and children.

There is level access with assistance to the practice for people who use wheelchairs and those with pushchairs. The treatment room and patient toilet are on the ground floor. Car parking spaces are available near the practice. The practice has made reasonable adjustments for those with disabilities.

The dental team includes 1 dentist, 3 dental nurses, 1 receptionist and a practice manager. The practice has 1 treatment room.

During the inspection we spoke with 1 dentist, 2 dental nurses and the practice manager. We looked at practice policies, procedures and other records to assess how the service is managed.

The practice is open:

Monday, Tuesday and Thursday 8:30am to 5:30pm,

Wednesday and Friday 8:30am to 1pm.

  • Improve the practice's systems for assessing, monitoring and mitigating the risks arising associated with fire. In particular, review the availability of emergency lighting.
  • Improve the process for tracking and monitoring the use of NHS prescription pads in the practice.

During a routine inspection

We spoke with six adults using the service (patients) in the surgery, all the members of staff including the dentist who was also the registered manager.

All the patients felt staff treated them in a pleasant and respectful manner, and were good at making them feel comfortable and at ease. One person said, "They are always very pleasant and friendly". Another said, "They are friendly but always respectful".

Patients felt they were given enough information about their treatment options, and the fees, which enabled them to make choices about what option was best. They said the dentist discussed these things properly with them and they had been able to agree to the treatment undertaken. One person said, "She (the dentist) is very good at explaining things".

Patients told us they were very satisfied with their dental care and treatment. One said, "Dawn's a brilliant dentist and very thorough" and "Dawn is very efficient". Another said, "I'm absolutely satisfied, very much so". People confirmed they never felt rushed when having treatment, and that they could see the dentist at short notice if need be. They also said they felt safe with the dentist and that 'she really cares'.

Patients thought the facilities and the premises were clean and hygienic. They had also seen staff undertaking correct hygiene procedures such as hand washing and wearing gloves and masks.

Staff told us they had good opportunities for on-going training and that they felt well supported.
