Purbeck Personal Assistants is a domiciliary care service providing a regulated activity of personal care. The service was providing care and support to 26 people in their own homes. Not everyone who used the service received personal care. CQC only inspects where people receive personal care. This is help with tasks related to personal hygiene. Where they do, we also consider any wider social care provided.
Staff did not always complete their training as planned, this meant there was a risk people were not receiving care and support from staff who had the skills to do so. Accidents and incidents were not always recorded and learning shared. The provider could not be assured medicines were always managed safely. Audits and monitoring were not always in place. Governance systems were either not in place or not always operating effectively as they had not identified the shortfalls we found during this inspection.
The service was in breach of legal regulations in relation to safe care and treatment and good governance. We have asked the provider for an action plan in response to the concerns found at this assessment.
We received positive feedback from people, their relatives and staff. People’s care needs were assessed prior to them receiving a service. Risks to people’s health and wellbeing were assessed. Staff spoke positively about their work and the management of the service. Staff knew people well and they responded to their changing needs. Care plans and risk assessments were person centred, including a focus on people’s abilities.
