During a routine inspection

The main aim of the service was to work with people on a short term basis to help them regain their independence following an illness or injury. At the time of our inspection there were approximately 45 people using the service and the manager told us that between 60 and 80 referrals were received each month. We spoke with the manager, five other members of staff and five people who were using the service. People told us that they were very happy with the support they received from staff and one person said, "they're really getting me on my feet". People told us that staff respected their wishes and asked them what their preferences were when they were providing support.

We found that people had signed their agreement to the planned support and any risk management plans and had also consented to information being shared with other professionals on a 'need to know' basis. People's needs had been assessed and an appropriate support plan developed that was reviewed as people's needs changed.

Staff worked closely with other professionals such as social workers, occupational therapists, physiotherapists and discharge nurses to ensure that people's needs were met effectively.

The service had arrangements in place to protect people from abuse and staff were able to demonstrate that they understood their responsibilities in relation to protecting people and reporting any concerns.

The service had effective quality monitoring systems in place that supported the continual development of the service.

During a routine inspection

At the time of the inspection there were about 60 people using the service. We spoke with the registered manager, seven other members of staff, five people who used the service and one relative. People told us they were asked about their needs and what they wanted from the service prior to receiving support. A member of staff told us that people using the service, "don't always know what they want at the start but they get more confident as time goes on".

We looked at the care records for 10 people. They contained a completed assessment and support plan that guided staff in the action they should take to support people's recovery. This included people's preferences such as what they wished to be called and their preferred language.

The service had appropriate procedures in place in relation to protecting people from abuse and responding to concerns about people's welfare. Staff received training and were able to demonstrate the action they would take if they had concerns about someone's welfare.

New staff received a detailed induction. The staff we spoke with told us they were provided with ongoing training to support their role and this was confirmed by the training records viewed. Staff training that had been completed included training on reablement, mental capacity; person centred planning and written communication. Staff received ongoing management support.

The service had an effective complaints management system.

During a routine inspection

All the people we spoke with said they were happy with the care they received. They said care workers usually arrived on time, stayed for the correct length of time and carried out all the tasks set out in their care plan. One person told us, 'The service we get is excellent ' we're more than happy with it' and another said, 'I'm very happy with the care I received. I telephoned Hounslow to thank them'.

People said that care workers treated them with respect and did their jobs to a high standard. No one that we spoke with had ever complained or been unhappy with the treatment they received from a care worker. One person said of their care worker, 'She's well mannered and cheerful, very polite'. People also said that care workers would carry out other tasks if they asked them to. One person told us, 'Anything I want doing, they're happy to do it'.
