Date of Assessment: 19 November 2025 to 04 December 2025.

Oakdene Rest Home is a residential care home providing accommodation and personal care for up to 27 older people in one adapted building. There were 26 people living at the home on the first day of our inspection. Some people were living with dementia.

This assessment was undertaken in response to safeguarding concerns the service had raised with CQC and local authority safeguarding teams.

We identified 3 breaches of the legal regulation in relation to safe care and treatment, fit and proper persons employed and good governance.

People’s risks were not always fully assessed. People’s care records did not always contain information to support staff to identify when people’s health was at risk or how to monitor and mitigate their risks. Risks relating to diabetes, seizures, and hydration were not always well monitored or recorded. The service had not always managed people’s medicines safely or effectively. Although we did not identify any impact or harm to people during the inspection, there was a potential risk of harm.

The governance systems at the service had not always been effective to identify the issues with risk and medicine management we found at this inspection. Recruitment processes were not robust. Records of care and handovers were sometimes incomplete, limiting oversight. The registered manager was responsive to concerns identified during the inspection and had begun to take action to improve the service.

There was an established staff team who knew people well and how to support them. People and relatives spoke positively about the staff, management and their experience of the care that was delivered.

We have asked the provider for an updated action plan in response to the concerns found at this assessment.

During this inspection we spoke with 9 people and 4 relatives. We spoke with the nominated individual, registered manager, deputy manager, head of care staff, senior staff and care staff. We also spoke with kitchen staff during the inspection. We requested and received feedback from some professionals. We looked at records in relation to people’s care and records about the management of the service.

People's experience of the service

People told us they generally felt safe living at the service, describing staff as “very good and helpful”. A relative fed back, ‘It is wonderful to go home after our visit knowing [person’s name] is safe and comfortable, my [relative’s] happiness is entrusted into [staff] hands, and the smile on [person’s names] face when I walk in to see [them] confirms our choice of home couldn’t have been better.’

People felt there were enough staff and staff came quickly when called. A person said, “They are always around, the staff here are brilliant.” A relative said, “I would think there are [enough staff]. I have never seen it when I thought where are the staff.”

People described staff as friendly, kind, and respectful, often encouraging independence and choice. A person said, “I have a laugh and joke with the staff.” A relative told us, “I can’t praise the staff enough; and the girls are so cheery and kind.” Another relative said, “I visit a lot I feel they look after me as well.”

People told us staff knocked before entering rooms and supported them in ways that maintained dignity. People confirmed they could make decisions about daily routines, meals, and clothing, and felt their preferences were understood. Activities were available, including quizzes, singing, and crafts, although some people preferred their own company. Relationships with family were maintained, and visits were supported.

People and relatives felt able to give feedback or raise concerns. A relative said, “[There is] the occasional meeting, [Management] asks if anyone has any questions, you are more than free to say anything you are not happy with.” People and relatives felt listened to and that anything raised would be acted on.
