During a routine inspection

We carried out this announced inspection on 4 May 2017 under Section 60 of the Health and Social Care Act 2008 as part of our regulatory functions. We planned the inspection to check whether the registered provider was meeting the legal requirements in the Health and Social Care Act 2008 and associated regulations. The inspection was led by a CQC inspector who was supported by a specialist dental adviser.

We told the NHS England area team and Healthwatch that we were inspecting the practice. We did not receive any information of concern from them.

To get to the heart of patients’ experiences of care and treatment, we always ask the following five questions:

• Is it safe?

• Is it effective?

• Is it caring?

• Is it responsive to people’s needs?

• Is it well-led?

These questions form the framework for the areas we look at during the inspection.

Our findings were:

Are services safe?

We found that this practice was providing safe care in accordance with the relevant regulations.

Are services effective?

We found that this practice was providing effective care in accordance with the relevant regulations.

Are services caring?

We found that this practice was providing caring services in accordance with the relevant regulations.

Are services responsive?

We found that this practice was providing responsive care in accordance with the relevant regulations.

Are services well-led?

We found that this practice was providing well-led care in accordance with the relevant regulations.

Background

Minto Road Dental Care is in the Hillsborough area of Sheffield and provides NHS and private treatment to adults and children.

As there is not step free access to the premises access for wheelchair users is difficult. Car parking is available at a nearby public car park.

The dental team includes four dentists, four dental nurses and a practice manager (who is also a qualified dental nurse). The practice has two treatment rooms and an oral health education room.

The practice is owned by an individual who is the principal dentist there. They have legal responsibility for meeting the requirements in the Health and Social Care Act 2008 and associated regulations about how the practice is run.

On the day of inspection we received feedback from 26 patients. This information gave us a positive view of the practice.

During the inspection we spoke with two dentists, three dental nurses and the practice manager. We looked at practice policies and procedures and other records about how the service is managed.

The practice is open:

Monday to Thursday from 9:00am to 5:30pm (closed for lunch between 12:45am and 1:45pm)

Friday from 8:00am to 12:30pm

Our key findings were:

  • The practice was clean and well maintained.
  • The practice had infection control procedures which reflected published guidance.
  • Staff knew how to deal with emergencies. Appropriate medicines and life-saving equipment were available.
  • The practice had systems to help them manage risk.
  • The practice had suitable safeguarding processes and staff knew their responsibilities for safeguarding adults and children.
  • The practice had thorough staff recruitment procedures.
  • The clinical staff provided patients’ care and treatment in line with current guidelines.
  • Staff treated patients with dignity and respect and took care to protect their privacy and personal information.
  • The appointment system met patients’ needs.
  • The practice had effective leadership. Staff felt involved and supported and worked well as a team.
  • The practice asked staff and patients for feedback about the services they provided.

There were areas where the provider could make improvements and should:

  • Review the storage of dental care records to ensure they are stored securely.
  • Review the practice’s audit protocols for infection prevention and control at regular intervals to help improve the quality of service. Practice should also check all audits have documented learning points and the resulting improvements can be demonstrated.

During a routine inspection

During our visit we spoke with members of staff including administrative staff, dental nurses and dentists. We spoke with four people who used the service.

People we spoke with told us that they felt their privacy and dignity was respected. Some comments from people using the service included: 'The dentist is good at explaining' and 'Things have been explained to me well.' We found that people expressed their views and were involved in making decisions about their care and treatment.

People that we spoke with were complimentary about the staff and their professionalism. Some comments included 'I just like it, they are good to you and friendly' and 'The staff are always kind and polite.' We found that care and treatment was planned and delivered in a way that ensured people's safety and welfare.

When we spoke with people using the service some comments included

'It is very clean. I've been a cleaner for 30 years so I notice things that are unclean', 'They wear gloves all the time and uniforms' and 'It's a clean environment.' We found that there were effective systems in place to reduce the risk and spread of infection.

We found that the provider had an effective system to regularly assess and monitor the quality of service that people received.
