During an inspection looking at part of the service

This announced inspection was to follow up on the shortfalls identified during our inspection completed in January 2014.

At that inspection shortfalls had been identified in; care and welfare of people, safeguarding people from abuse, cleanliness and infection control and assessing and monitoring the quality of service provision.

Following our inspection completed in January 2014, Bright Blue Dental Practice provided us with an action plan detailing how they would address the shortfalls and stated they would be compliant in all areas by April 2014.

This inspection found Bright Blue Dental Practice ensured the treatment people received was planned and delivered in a way that was intended to ensure patients safety and welfare. We found patients who used the service were protected from the risk of abuse because the provider had taken reasonable steps to identify the possibility of abuse and prevent abuse from happening. Bright Blue Dental Practice ensured patients were fully protected from the risk of infection because appropriate guidance had been followed and they had quality checking systems to manage an effective system in place to identify, assess and manage the risks to the health, safety and welfare of patients using the service and others.

During a routine inspection

Patients were treated with dignity and respect and were given appropriate information and support regarding their treatment. One patient said, "The staff are friendly and respectful".

Patient's needs were assessed and treatment was planned and delivered in line with their treatment plan. One patient said, "I know and understand what's in my plan". However, arrangements to deal with medical emergencies were insufficient.

The provider had not taken reasonable steps to identify the possibility of abuse and prevent it from happening. At the time of our inspection there was no policy for safeguarding children and vulnerable adults. Staff had not received relevant training.

There was personal protective equipment to protect people from the risk of infection and any equipment used was sterilised. The equipment used in the surgery was serviced and maintained in accordance with manufacturers guidelines. However, the staff had not received up to date infection control training and infection control audits had not been carried out.

The provider did not have effective systems to check and monitor service quality. They did not have effective systems to assess and manage risks to health, safety and welfare.
