Condition of this registration relating to carrying out this regulated activity

The registered provider must ensure you have assessed all risks and support needs for each individual service user at Autism Care UK (Bedford), 16 St Andrews Road, Bedford, Bedfordshire, MK40 2LJ and have recorded and implemented effective measures to safely manage those risks and meet all support needs.

Terms of this registration relating to carrying out this regulated activity

The registered provider must review service user’s dependency needs for accessing the community and ensure staff are deployed to meet individual service users’ needs to safely access the community.

The registered provider must have an effective programme of induction for staff that includes regular reviews of staff skills, knowledge and competency.

The registered provider must ensure all service users have goals which are personalised, specific, measurable, achievable, realistic and timed. Steps to achieve each goal are clear and achievements, outcomes and impact for people are regularly reviewed and recorded.

The registered provider must review the preferred communication methods of all service users and ensure staff have the appropriate training and skills to meet these communication methods and are applying these in practice.

The registered provider must ensure the service is following and implementing the values and principles of the Right support, right care, right culture policy. This should ensure a model of care and setting that maximises service user’s choice, control and independence; that care is person-centred and promotes service user’s dignity, privacy and human rights; that the ethos, values, attitudes and behaviours of leaders and care staff ensure service users lead confident, inclusive and empowered lives.

The registered provider must develop and implement an action plan which must be submitted to the Care Quality Commission for review on the first Monday of each month. They action plan must include documentary evidence of the actions taken and include the following:
- How incidents or accidents which impacts on the safety or care of service users is monitored, analysed and what action you have taken to safeguard service users and support staff.
- Evidence what community access has been provided for people and how they are supported to mitigate those risks.
- How you have monitored medicines management to ensure medicines are correctly and safely administered and recorded.
- How you have assessed risks to people and staff and the control measures you have put into place to mitigate these risks.
- How you have supported staff to reflect on incidents and embed the lessons learnt from these events into systems and staff practices.
- How you have ensured the internal and external premises are clean, well maintained and are fit for purpose.
- How you have ensured staff are adhering to the current government guidance on use of PPE and other control measures to mitigate the risks of COVID-19.

The registered provider must develop and implement an action plan which must be submitted to the Care Quality Commission for review on the first Monday of each month. They action plan must include documentary evidence of the actions taken and include the following:
- What training you have provided that month and how you have ensured staff have applied the training to their practice.
- How you have ensured care records are clear, succinct and relevant to each service user. In addition, how you have ensured staff have understand service users’ needs and are safely following relevant guidance.
- How you have ensured each service user has been supported to be involved in all mental capacity assessments to understand the decision being made. It must include how you have involved all other relevant people such as relatives and external professionals in these processes. It must evidence what options have been reviewed to determine the least restrictive option.
- How you have responded to complaints in a reasonable time and how you have analysed and used this information to drive improvements.
- Evidence of the supervision and support given to staff each month and how their performance has been appraised.
- How you have reviewed and implemented person centred goals for each service user.
- How you have implemented he principles of the Right support, right care, right culture policy. This should include how you have evidenced staff understanding and implementation of this policy, in practice.

The Registered Provider must only accommodate a maximum of 8 service users at Autism Care UK (Bedford).

The Registered Provider must not provide nursing care under accommodation for persons who require personal or nursing care at Autism Care UK (Bedford).
