Date of assessment: 18 February to 11 March 2026. Osbern Manor Care Home is a registered care home providing residential and nursing care for up to 72 older people and people living with dementia. This was the first inspection of a newly registered service.
We visited the service 19 February 2026. On the day of our visit, there were 54 people living at the home.
There were significant gaps in how the service assessed, planned and monitored people’s care. Some care plans contained outdated or conflicting information, and important risks were not always recorded clearly. Mental Capacity Act (MCA) processes were not followed consistently, and several legal requirements had not been met.
Medicines were generally administered safely, but some records did not contain the level of detail needed to support consistent, best practice care.
Leaders were visible in the service, and staff described the culture as friendly and supportive. Despite this, governance systems were not effective in identifying or addressing the issues we found. Audits did not consistently highlight areas requiring improvement, and oversight processes had not ensured safe, reliable and up to date care planning.
We did not find evidence of people being harmed as a result of these shortfalls, but they increased the risk of this occurring. The registered manager kept us updated with improvements they started making following inspector feedback.
The home provides a clean, welcoming and well-presented environment. People told us staff were kind, respectful and attentive, and we observed warm, supportive interactions throughout the home. Mealtimes were well organised, and the hospitality and housekeeping teams contributed positively to people’s daily experience.
We identified 2 breaches legal regulations relating to consent to care and treatment and governance. We have requested an action plan in response to this.
