Leys Consultants is a homecare agency providing personal care support to people in their own homes. At the time of our assessment there were 4 people using the service.

 

This service was previously registered at a different address. At the last inspection they were rated requires improvement and were in breach of legal regulation relating to staffing and good governance. At this assessment, improvements had been made and the provider was no longer in breach of legal regulations.

 

People received safe care that met their needs. Assessments were undertaken to identify people’s support needs and any risks to their safety. Management plans were in place which provided staff with clear information about how to support people safely.

 

There were sufficient staff in post. Safe recruitment practices were in place and staff completed their mandatory training. Staff felt well supported and received regular supervision. They told us the management team were approachable and accessible, and they felt comfortable speaking openly.

 

Due to the size of the service some of the systems in place to review compliance with key performance indicators were informal and if the business was to grow, these would need to be formalised. For example, there was not an electronic call monitoring system in place and this was still being done manually through review of daily notes. There was not an overarching system to track compliance with spot checks and supervisions, and telephone monitoring calls were not documented. Whilst a tracking system was not in place, we saw evidence that these processes were undertaken to review the quality and safety of care delivery.

People's experience of the service

People were happy with the care they received. They told us, overall, they received support from a consistent team of care workers. They said these care workers knew them well and how they liked to be cared for. A relative told us, “The main care workers do a great job… My [family member] is at their happiest when they [the staff] are there.” A person said, “They [the staff] are all very nice. They are bright and cheerful.” We heard on occasion when people’s regular care worker was not available, the care workers providing cover did not know them as well and this impacted on the quality of care, but this was rare. Previously there had been a couple of missed visits, but people and relatives told us this was historical and had much improved. Overall, people received their care on time and staff stayed the required length of time. If care workers were running late due to public transport, they rung people to explain. People were involved in their care and their choices and decisions were respected. Staff were aware of people’s individual needs and what was important to them. Staff supported people’s physical and emotional needs and gave them reassurance when required. Staff supported people with their rehabilitation and to get stronger and more independent.
