During a routine inspection

The agency supported people who had learning disabilities and encouraged them to be as independent as possible. People who used the service and their families were provided with information including details of the complaints procedure. Monthly house meetings were held for staff and for tenants in supported living services. Satisfaction surveys were carried out regularly and a relative had written:

'Fantastic support workers who go the extra mile, reliable and professional. Would recommend this care agency to other families.'

A pictorial version of the satisfaction survey was provided for people who used the service and people who completed a questionnaire were very positive about the service they received and about the staff who supported them.

Client files gave details of the person and of the support provided. The support plans we looked at were personalised with detailed information relevant to the person being supported. Risk assessments were recorded where needed.

Safeguarding policies and procedures were available. Records we looked at confirmed that staff received annual training about safeguarding. An independent advocacy service was available for people who used the agency.

Staff were recruited as needed to provide support for new service users. Overall we were satisfied that appropriate checks were completed before people started working for the agency, however personnel records were not well maintained.

During a routine inspection

We spoke to two people who used the service and a relative. We asked their views about how they were involved in making decisions about their support and how the service was run. People told us they had information about the service and that they were consulted about their care.

People also told us they could put information that was important to them in their file, which helped them to share important information with their staff.

We spoke to managers and two other staff during our visits. They were knowledgeable about the people they supported. They were able to describe how they supported people to ensure they got the assistance they needed.

The people we spoke to were very positive about the support provided. They told us they were familiar with the staff who supported them and got on well with them. They made the following comments about the support received, the staff and the manager.

'It's like a family.'

'My relative and I have had such a lot of support from the manager and staff'.

" We go out in the local community a lot".

'The staff are lovely'.

'They're all very nice".

People we spoke with said they could speak to the office staff at any time and that the manager would visit and sort anything out if needed. They were very confident that their views would be listened to. They also told us they were asked to fill in questionnaires about the service.

During a routine inspection

We spoke to people who use the service and asked their views about how they and their representatives are involved in making decisions about their support.

People told us they have information about the service, which they keep in their home. They also told us that they are kept up to date with any new information by the staff that support them.

They felt the standard of care and support provided by the staff was very good and their relatives/next of kin told us that staff support them well and treat them with respect.

Everybody told us they would ask to talk to somebody in the office if they were not sure about the support and treatment received. They were all confident that the manager would sort anything out for them if they needed her.

People who use the service made the following comments about the staff who supported them:

'We are absolutely over the moon with the staff, I can't praise them enough'

'It's obvious the staff do the job because they care.'

'The service is excellent.'

'I have regular meetings with the staff we talk about lots.'

'We see the same staff more or less.'

People told us that they thought the plans and care package provided was reviewed about every six months but some people were not sure about this.

Some people made mixed comment such as,

'I can ring the manager at any time, she came to see us recently to ask if everything's ok.'

'The reviews are a bit hit and miss; I think the reviews are about every six months.

We had also contacted the local authority contracts and monitoring team for Cheshire West and Chester before we visited the service. They had no concerns or issues they were following up with the agency.
