Date of Assessment: 5 May 2026 to 18 May 2026. The location is a care at home service providing support in North Essex to adults of all ages including those living with dementia, a physical disability or a mental health condition. Not everyone supported by the service received the regulated activity of personal care, with some people assisted with cleaning or social visits only. At the time of our assessment, there were 64 people receiving personal care. This is the first inspection of this service since it was registered in October 2023. At this inspection, we found 3 breaches of regulations relating to risk management, capacity and consent, and governance systems.
Whilst the service worked well with other healthcare professionals, risk assessments and care plans were not always consistently triangulated to provide a good overview of risk. People felt safe, and the service responded to safeguarding concerns and incidents appropriately. However, there had been a failure to notify CQC of all incidents as required. There were sufficient staff to meet people’s needs, and they were competent, well-trained and supported. We found some recruitment issues which reflected a wider lack of oversight.
People spoke highly about staff and referred to care workers as being like family members or friends. Staff supported people with kindness, dignity and respect. Whilst people had choice in day-to-day decisions, legal requirements relating to assessing people’s capacity to consent to all relevant decisions about their own care were not met.
The service was responsive to people’s changing needs, and flexible in accommodating appointments. There was a dedicated on-call service which meant someone was always contactable in case of emergencies. People were supported to live healthy lives, and steps were taken by the staff to reduce the risk of social isolation.
Leaders worked with openness and transparency, and there was a positive and open culture. However, governance systems were not fully developed to ensure consistent oversight of the service to ensure it met all quality, safety and regulatory requirements.
