Cornwall Home Care Ltd is a Domiciliary Care Agency (DCA) providing personal care to people living in their own homes. The Care Quality Commission (CQC) only inspects where people receive personal care. This is help with tasks related to personal care and/or support with eating or drinking. Where they do, we also consider any wider social care provided.
At this inspection we found breaches in regulations relating to safe care and treatment, recruitment and good governance.
At the time of the assessment the service supported 8 people. Everyone who used the service received the regulated activity of personal care. Visits were a minimum of 15 minutes.
The service supported people with dementia, physical disabilities and sensory impairments.
Care plans were out of date and did not always reflect people’s needs. Risk assessments did not guide staff on how to support people with dementia or at risk of falls. Prescribed medicines were missing from Medicine Administration Records (MAR) or lacked guidance for care staff to follow. Systems for safe recruitment had not always been followed.
There were enough staff to support people. There were records available to evidence staff training had taken place. One staff member did not have an induction and had not completed training in core subjects the provider identified as necessary.
Incidents were not always recorded and there was no oversight of accidents and incidents to enable registered managers to identify patterns.
Staff respected people’s choices and listened to, and acted upon, their requests and demonstrated compassionate and person-centred care.
