During an inspection looking at part of the service

At our inspection on 12 February 2014 we followed up a compliance action that we had taken following our inspection on 14 October 2013. We found the provider had made suitable improvements in relation to the administration and recording of people's medicines. Staff that we spoke with told us the refresher training received was helpful in ensuring the safe management of people's medicines, and having to administer medicines from each person's room had promoted people to have control of their medicines. On this occasion we did not speak with people using the service as they were not within the service and / or were engaged in an activity.

During a routine inspection

People that we spoke with told us they were happy living in the home and that staff were "really nice". We observed that staff interacted and supported people using the service in a warm and respectful manner. We saw that people were involved in making decisions about their care and they were supported by staff to maintain their independence. One person told us: 'I can wash and bath myself and staff help me with my medication'. People told us they were involved in their care planning and one person said 'My mum usually gets involved'.

We found the provider had systems in place to gain and review people's consent as part of their person centred planning. People's care records showed that care had been delivered in the way that it had been planned and staff we spoke with showed a good understanding of people's needs. The provider had effective recruitment policies and procedures in place, to ensure that people using the service were supported by qualified and competent staff. Records relating to people using the service, staff and the management of the service were fit for purpose and securely stored. However, we found that staff did not always follow the provider's policy to ensure the safe administration and management of medicines.

During a routine inspection

All the people we spoke with told us that staff listened to and consulted them in decisions about their care and daily lives. They said that staff looked after them well and supported them as and when needed in their personal care needs. We observed that they were being supported by staff that were patient and sensitive to their individual needs.

We spoke with people about the activities that were available. Everyone knew that there was a programme of activities which took place and told us about some of the ones that were provided. For example swimming and attending college. Staff understood people's care needs and knew how to protect them from risk and harm. People told us that they felt safe and were able to express their views and concerns to staff. One person said 'I like my key worker' another person said 'I am really happy here'. The provider used effective systems to regularly check that care was being provided safely and appropriately.
