This was the first assessment of the service since registration.

Bargain Health Care Ltd provides care and support to people living in their own homes. Not everyone using Bargain Health Care Ltd received regulated activity; the CQC only inspects the service being received by people provided with ‘personal care’; help with tasks related to personal hygiene and eating. Where they do, we also take into account any wider social care provided. This assessment included a site visit to the office location.

This assessment was carried out by an inspector. We looked at 33 quality statements as part of this assessment. We gave the service advance notice of this assessment. This was because we wanted to make sure someone would be available to support us with the assessment. The site visit was carried out on 25 February 2026. We gathered further information remotely from the service such as policies and call log data. We also spoke to relatives of people that used the service and staff as part of this assessment to seek their views about the service.

We found three breaches of the regulations in relation to safe care and treatment, staffing and good governance.

We found shortfalls with risk assessments not being in place for identified risks. Staff had not received supervisions and appraisals regularly to ensure they were supported at all times. Effective audit systems were not in place to ensure people received safe care and support.

We have asked the provider for an action plan in response to our concerns.

People's experience of the service

Robust risk assessments were not in place to ensure people received safe care. Staff were not being supported in full through regular supervisions and appraisals. Although staff had received training in key areas, the learning disability training was not delivered. Medicines were not being managed safely as changes in medicine administration was not being recorded accurately. Robust quality assurance systems were not in place.

People were supported to have maximum choice and control of their lives as consent had been sought to provide care and support. Care plans were person centred to ensure people received personalised care.

People were safe when staff supported them. Safeguarding systems were in place to ensure people were safeguarded from abuse. Robust systems were in place to ensure staff attended care visits on time. Pre-employment checks had been carried out to ensure staff can work with vulnerable people safely.

Staff were caring and kind when supporting people. People had choices and were supported to be independent. People’s privacy and dignity was respected.

Feedback was sought from people, relatives and staff to ensure there was a culture of continuous improvement. Staff were positive about working at the service.
