Zi Mat Ltd is a domiciliary care agency which provides personal care to people in their own homes, including people living with dementia, and people with physical disabilities.

At the time of our inspection, 17 people were receiving support with personal care.

Care planning documentation did not always contain up to date relevant information. People’s documentation was not always updated following changes to their needs and support. Risk assessments did not always contain accurate information, and risk mitigations were not always relevant to the person. Staff we spoke with understood people and their needs well.

There were not always enough qualified, skilled and experienced staff available to support people. People using the service lived in different geographical locations, staff were not always available in all locations to support people in the event of staff absence.

Not all staff were signed off as being competent to support people with medicines.

The service carried out governance checks. However, there was limited oversight and monitoring of actions to improve the service. Checks carried out had not identified the concerns we found during inspection.

Staff received safeguarding training and understood their roles in protecting people from the risk of abuse.

Staff understood the importance of supporting people to maintain their independence and making choices about their care. Staff treated people with kindness and respect.

People received care and support that promoted positive outcomes and encouraged independence.

People's experience of the service

People and their relatives were positive about the quality of their care. People felt safe with the service and felt staff had received enough training for their needs.

People and their relatives were positive about support provided and raised no concerns about missed visits or timing of visits. One person told us, “[They] let me know if they are running late, stay the correct time. I have the office phone numbers if any concerns. No missed visits.”

People described how staff treated them with kindness and compassion, and consent was obtained before supporting people. One person told us, “Very kind and caring, always show me respect, quick responses to my needs, privacy is shown when washing me.”

Most people were asked for feedback and involved in their care planning. People felt able to raise concerns and had a positive relationship with the management team. Comments included, “I have [manager’s] direct number, they are approachable and friendly, visits me at home.”

People and their relatives told us they were visited by regular staff, and staff knew them well.
