Bluebird Care (Islington) and Bluebird Care (Hackney) is a homecare service providing personal care and support to people living in their own homes in the London boroughs of Islington and Hackney. The service supported older people, younger adults, people living with dementia, learning disabilities, physical disabilities and sensory impairments.

This assessment was prompted following a review of the information we held about the service. As part of this assessment, we looked at 33 quality statements across our 5 key questions. This was a remote assessment and was announced. We gave the service 48 hours’ notice before the assessment. This was because we wanted to make sure someone would be available to support us with the inspection.

At this assessment the service has been rated Good.

The assessment was carried out by 1 inspector. As part of our assessment, we spoke with the registered manager, the director/nominated individual, 12 people and relatives, 9 care workers and 7 external professionals.

People received personalised care and support from staff of this service who knew them well and understood their individual needs. There was a strong focus on continuity of care, communication and helping people to remain safe and independent at home. Managers regularly checked the quality of the service and acted on concerns to make improvements. People and staff were encouraged to provide feedback about the service and told us managers were responsive when concerns were raised.

We assessed the service against ‘Right support, right care, right culture’ guidance to make judgements about whether the provider guaranteed autistic people and people with a learning disability respect, equality, dignity, choices, independence, and good access to local communities that most people take for granted. At the time of this assessment, the service was providing care in line with ‘Right support, right care, right culture.’

 

 

 

 

 

 

People's experience of the service

People and relatives spoke positively about the care and support provided by the service. They told us staff treated them with kindness, dignity and respect and understood how they wanted their care to be provided. Several people told us they were supported by regular carers who knew them well and understood their routines, preferences and support needs. One relative told us, “They are all trained, very respectful and try to converse with [person’s name].”

People told us staff supported them in a way which helped them remain comfortable and independent at home. Relatives described staff as caring, patient and reliable. People told us they felt safe with their carers. Staff listened to them and responded when they had concerns. One relative told us, “They are very caring and always keep us informed.”

People and relatives spoke positively about communication with the office. They said they could contact the service if they needed support or had concerns and said staff responded quickly when issues were raised. Some people described managers as approachable and said they felt listened to when they gave feedback.

Relatives told us staff worked well with other healthcare professionals involved in people’s care. One relative explained how staff worked closely with an occupational therapist (OT) to help arrange suitable equipment for their family member and supported them until the equipment was delivered and in place.
