During a routine inspection

There were 15 people using the service at the time of our inspection. People and visitors that we spoke with told us they were satisfied with the care provided. One person told us 'I am happy that the home provides the care required'. Other comments included 'I feel safe, warm and comfortable' and 'We eat well and are well looked after'.

Our observations found that the care and interactions between people and staff were positive throughout our inspection. We saw that people were offered choices and their dignity and independence was respected.

However, some care plans we looked at did not provide staff with sufficient guidance to provide the support people required, or did not address current health concerns. This meant people were not protected against risks associated unsafe or inappropriate care.

We found that some equipment provided by the service was in poor condition or had not been inspected or serviced when required. People were at risk of harm because the provider had not ensured that equipment being used was safe or suitable for people's needs.

The service did not have effective systems for checking the quality and safety of the service and for taking action to improve where needed. Checks carried out had not identified damaged furnishings, untested equipment and equipment in poor condition.

The name of a previous registered manager appears in this report, who was not in post and not managing the regulated activity at this location at the time of the inspection. Their name appears because it had not been removed from the register as manager of this location at the time of our inspection.

During a routine inspection

We spoke with three people who used the service. Some people living at the service were not able to talk to us directly about their experiences due to their complex needs, so we used a number of different methods to help us understand their experiences. We spoke with staff, spent time with people, read records, looked round the home and made observations of the care and support the people received.

We saw that people were offered choices and their dignity and independence was respected.

People we spoke with told us that they liked living in the home and that staff were friendly and caring. We saw that people looked relaxed and calm.

People told us that they were satisfied with the care and support received. One person said 'The food is good, there is a good choice or I can ask for something different'. Another said 'I get on well with the people living here, there is enough room to move around if you don't'.

During a routine inspection

People who use the service were unable to communicate and tell us what they thought of the quality of the care due to their communication difficulties. Through observation however during the site visit we were able to observe staff supporting people who use the service in a respectful way and that staff took time to explain where possible the options available and supported them to make choices.

Relatives spoken too reported very positively about the service provided and had no concerns with regard to the quality of care.
