Date of Assessment: 3 December to 11 December 2025. The service is a care at home service, registered with the Care Quality Commission (CQC) to provide personal care to people living in their own homes. This is to help with tasks related to personal hygiene and eating. The service is also registered to provide Treatment of Disease, Disorder or Injury (TDDI) to people in their own homes. At the time of the assessment, the provider delivered personal care to 25 people but was not providing TDDI. This is the first assessment for Ellie Sunrise Healthcare Ltd.

People were safe and protected from avoidable harm. The provider demonstrated a positive safety culture, with staff listening to concerns and learning from incidents. Safeguarding responsibilities were understood, and referrals were made appropriately. Risks were well managed. Managers were in the process of updating care records to ensure they were more detailed, and person centred. Care plans and risk assessments we reviewed were person-centred, and the process of updating was still on going. The environment was safe, and equipment checks were completed. Staffing levels were sufficient, and recruitment checks were robust. Staff were well-trained, supported, and described strong teamwork. Infection prevention and control measures were effective, with Personal Protective Equipment (PPE) used appropriately. Medicines were generally managed safely, but documentation for ‘as required’ medicines and stock counts required improvement; an action plan and new audit systems were in place.

Governance systems were not consistently robust, but improvements were underway, including enhanced oversight and audit logs. Leaders were accessible and committed to improvement, fostering an open and supportive culture.

People's experience of the service

People and their relatives consistently reported positive experiences with Ellie Sunrise Healthcare Ltd. They valued the regular reviews carried out by the manager, which ensured care remained appropriate and responsive to changing needs. A relative said, “My [family member] has a review every 3 months. The Manager arrives and goes through a check list with [person].”

People told us that staff were kind, compassionate, and respectful, demonstrating professionalism in their approach. A relative said, “They are kind and compassionate, you can tell by their body language and the way they behave. [Person who used the service] would say if [person] was not happy with them.”

People felt confident that staff were well-trained, competent, and acted promptly on any concerns. Care was delivered in a way that promoted people’s independence and respected individual choices, enabling people to maintain routines and personal preferences. Staff were described as punctual, reliable, and thorough, creating time for meaningful interaction and building strong relationships. One person told us, “They are punctual, kind and very thorough, I am never rushed, they are good fun, we joke and talk, they make me laugh, they are good people.” People appreciated the friendly and engaging approach of staff, which contributed to a sense of trust and wellbeing. The service was flexible and responsive. Communication with managers was effective, and issues were resolved quickly. People experienced person-centred care that supported their dignity, independence, and wellbeing. One relative said, “They go above and beyond, I don’t get the impression that they rush, they are always asking [person] if there is anything [person] wants. I would recommend them to anyone.”
