Our current view of the service

We carried out our assessment of this service between 01 December 2025 to 06 December 2025. Westminster House provides accommodation with personal care for up to 4 people with a learning disability and autistic people. At the time of this assessment there were 4 people living at the service. CQC regulates both the premises and the care provided, and both were looked at during this assessment.

We expect health and social care providers to guarantee people with a learning disability and autistic people respect, equality, dignity, choices and independence and good access to local communities that most people take for granted. 'Right support, right care, right culture' is the guidance CQC follows to make assessments and judgements about services supporting people with a learning disability and autistic people and providers must have regard to it.

We assessed the care provision under Right Support, Right Care, Right Culture, as it is registered as a specialist service for this population group. We found that people received an exceptionally personalised service from a dedicated staff team. People led inclusive and empowered lives because of the ethos, values, attitudes and behaviours of the management and staff team. Treating people with dignity and respect, and person-centred care was at the very heart of the service. There was very strong and passionate leadership which put people first and staff were proud to work for the service and felt valued for their work. A positive culture was demonstrated by the attitudes of staff and management when we talked with them about how they supported people.

Systems to monitor the quality and safety of the service were in place. Staff reported having a positive relationship with the provider and felt communication was effective. The provider had a number of quality assurance and audit checks to monitor the care being provided.

During the assessment we spoke with 2 people’s relatives, 4 care staff, the home manager and the registered manager for their feedback about the service. We also received feedback from two professionals.

This was a planned assessment of all quality statements under the key questions of safe, effective, caring, responsive and well-led. We carried out the site visit on 02 and 06 December 2025. We gave the service 24 hours’ notice of the assessment. This was because we wanted to make sure someone would be available to support us with the assessment.

 

People's experience of the service

People were happy living at the service. We observed people to be content and relaxed whilst being supported by the staff team. Staff supported people to have a full and active life in line with their preferences and choices about how they liked to spend their time. As a result of the support people had, they had experienced very positive outcomes. They had been supported to increase their independence in a lot of areas, become a part of their community and follow their favoured past times. People had been supported to be fully in control of their support and make choices in all areas of their lives. The management and staff team had supported people to drastically improve their physical and mental health.

Relatives told us, “I would recommend this place. The best thing about the staff team is they have a genuine caring side and treat people as individuals.” Another person’s representative told us their loved one was safe with the staff who visited and commented, “I have no concerns, staff make sure [person] feels safe.” A professional said, “The décor of Westminster House is very similar to [person’s] previous home. This supported [person] with their transition between the homes as it was a familiar environment that [person] was comfortable in. [Person] likes their bedroom and has photos of special occasions for him on their walls.”
