Date of assessment: 08 December 2025 to 15 December 2025. Springbank House is a residential care home registered to provide accommodation and personal care for up to 15 people with mental health conditions. At the time of the inspection there were 12 people living in the service. There were people living at the service who were not in receipt of a regulated activity. We have only relied upon evidence and reported on the care and support records in relation to the people who received personal care.We undertook this responsive assessment to check on specific concerns we had received about peoples' safety and well-being, the culture and the management of risk in the service.

The service was last inspected in July 2024 and rated Good. This inspection was planned to follow up on concerns regarding peoples’ safety and well-being, the culture and the management of risk in the service. At this inspection, whilst we identified areas to improve, the rating has remained Good. We were informed of changes that will be implemented in January 2026 that will address the shortfalls found.

People’s safety was not consistently considered and risk was not managed pro-actively. There were no records of lessons learned following incidents. Care plans and risk assessments were not all up to date or consistent with each other. Whilst staff and people said they could speak up; they also said action had not always been taken. Actions from meetings were not always shared or formally actioned. The governance and overview of processes had not ensured safe and consistent care. The in-house audits were not consistently robust and had not identified the shortfalls found and discussed during the inspection process. The provider took immediate action to make improvements where issues had been identified in the on-site visits. For example, specific care documentation and risk assessments.

There were sufficient numbers of staff deployed and training was either up to date or booked. New staff received an induction and training which enabled them to manage people’s health and social care effectively and in a responsive way. The home was clean and provided a comfortable environment. Staff treated people with kindness and compassion, and there was a positive and friendly culture in the service. Date of assessment. 17 July 2024 to 16 August 2024. Springbank House is a residential care home registered to provide accommodation and personal care for up to 15 people with mental health conditions. We carried out an assessment of the service including site visits on 24 July and 5, 14 and 16 August 2024. This was a follow up assessment to the risk-based assessment undertaken in April 2024 which identified improvements were needed to risk management to ensure peoples safety. We found improvements had been made. At the time of this assessment there were 9 people living in the home. The provider had safeguarding systems in place. The home was comfortable, clean, and tidy and followed infection control procedures. The provider had systems in place to assess risk. The provider and staff worked in partnership with other health and social care agencies to promote people's health and well-being. The provider had effective systems to ensure staff were safely recruited. Staff were kind and caring and treated people with respect. There were systems in place to promote equity of experience and outcomes. At the time of our assessment there was no registered manager in post. The service was being supported by the deputy manager and area manager with additional management support from the provider’s other homes whilst they recruited a new registered manager. We identified some concerns with medicine management and the management team took prompt action to address the concerns. We identified improvements were required to ensure governance systems were embedded and sustained to effectively monitor the quality of the service. The provider was responsive to all feedback raised during and after on-site visits. They took appropriate action and put plans in place to quickly resolve the concerns highlighted.

At the time of our inspection there were 9 people living in the home. We have not previously rated this service as the service was first registered in July 2023. This was the first assessment of this service and, this assessment did not cover all parts of our Single Assessment Framework, therefore we have only updated scores for those areas which we have assessed. We will carry out future assessments to cover other parts of the Framework and will update our website with our findings. Assessment activity started on 19 February 2024 and ended on 8 April 2024. We visited the service on 19 February 2024, 22 February 2024 and 11 March 2024. We looked at 12 quality statements. The provider had safeguarding systems in place. We found improvements were required in relation to the management of risks for people. The provider did not always operate safe recruitment procedures. The provider and staff worked in partnership with other health and social care agencies to promote people's health and well-being. However, feedback from health and social professionals was mixed. Lessons were not learned following accidents and incidents. The provider had governance and management systems in place. We identified further improvements were required to ensure governance systems were embedded and sustained to effectively monitor the quality of the service. At the time of our assessment there was no registered manager in post. The service was being supported by the deputy manager and area manager with additional management support from the provider’s other homes whilst they recruited a new register manager. The provider was responsive to all feedback raised during and after on-site visits. They took appropriate action and put plans in place to quickly resolve the concerns highlighted.
