During an inspection looking at part of the service

People were protected from the risks of unsafe or inappropriate care and treatment, as records about their care and the service management were maintained and available for inspection. Each person who used the service had an individual written care plan. Risk assessments showed that people's care and treatment was planned and delivered in a way that aimed to ensure their safety and welfare.

People were cared for by staff who were supported to deliver care and treatment safely and to an appropriate standard. Staff had received appropriate appraisal and supervision, which they told us they found supportive.

We found that although some staff training was up to date and some had been undertaken since the last inspection, not all staff had yet received all of the training they needed to enable them to care for people who used the service safely and to an appropriate standard. Records showed that courses had been booked and staff we spoke with confirmed this.

A procedure had been developed for staff to follow after a person's death. This meant that when the Care Quality Commission is notified of the details of the circumstances surrounding any death, action can be taken if necessary, to protect people who use the service.

During an inspection looking at part of the service

We spoke with six out of thirteen people who used the service. One person told us 'I think it's lovely here. It's a lovely place to be. The staff and residents are nice. It's unbelievably good; you can't go wrong with it.'

The environment was suitable for the needs of people who used the service. One person told us 'I like my room, it's lovely and quiet.'

Records showed that people's health care needs were assessed, monitored and met. People told us that the care staff provided met their needs and said 'When you're washing and dressing they always help you. They are always kind and courteous.' People's welfare was promoted by the provision of some social activities. People told us 'I have enough to do during the day' and 'I don't want anything else arranged, I'm quite happy'

Staff were clear about their responsibilities and showed an understanding of how to meet people's needs. People told us 'I can't fault the staff in any way. They're really good and look after us here.'

Although people were positive about the care they received, there were some gaps in staff training, supervision and appraisal. The provider did not fully demonstrate that people were protected from the risks of inappropriate care or unsafe practice, as not all records about people's care and the service management were maintained appropriately.

Deaths of people who used the service and the circumstances surrounding their deaths were not reported to the Care Quality Commission (CQC).

During a routine inspection

We saw that staff treated people with respect, maintained people's dignity and encouraged their independence. People told us 'I like the home. I don't like to be anywhere else. I'm full of praise about it. You're not made to feel that you're someone just staying. It is your home and your friends'. 'The food is excellent, if I don't like the meal, I can choose something else. I like the food, it's good home cooking'.

Care and treatment was planned and delivered in a way that ensured people's safety and welfare. People told us 'If I needed to see a doctor, it would be arranged straight away'.

Staff we spoke with explained what they would do if they suspected a vulnerable adult was at risk of abuse. People told us 'If anything made me anxious or unhappy, I would talk to staff ' they are easy to speak to'. 'I feel safe living here'.

Staff received training, which aimed to meet the needs of people who used the service and support relevant to the roles they undertook. Staff told us they felt well supported. There were some shortfalls in staff training and appraisal, which the providers were aware of and were taking action to address.

A few records did not reflect the current care provided by staff for people who used the service. There was a risk that gaps in records or out of date staff guidance could lead to people receiving inappropriate care.
