Independence, choice and control

The provider did not promote people’s independence, so people did not always know their rights and have choice and control over their own care, treatment and wellbeing. During our assessment inspectors observed some people who ate a softer diet having their lunch first before other people, this was given in the living area not the dining room. Inspectors asked staff if the person had chosen to eat in the lounge, staff told us “No, this is just how we always do it here. People on a soft diet just get there food first and supported to eat wherever they are.” During our assessment inspectors observed all bedroom doors were always locked. When we asked the registered manager about this, they told us “We have always done that here the doors are always locked.” When we asked how people went to their bedrooms if they wanted to the registered manager told us, “They don’t, they stay in the communal areas”. Rooms were not identifiable to people; they did not all have names or pictures for people to identify their own room. When we asked relatives for feedback, they told us “[Person] enjoys music but, in the lounge, it is always the TV that is on” and “There is nothing for [person] to do but sit in the lounge.” We asked what they thought their loved one would like to do and they said “[person] had enjoyed art so some form of painting/colouring could be stimulating for them.” Relatives told us that their family members could walk around if able to do so but that often they were moved to the lounge without any consultation.
