Safe
We found this practice was providing safe care in line with the relevant regulations and had taken into consideration appropriate guidance. Although there are issues to be addressed, the impact of our concerns relates to the governance and the oversight of the risks, rather than a patient safety risk.
Find out what we look at when we assess this area in our information about our new Single assessment framework.

Safe environments
Systems were not established at the service to ensure that required monitoring checks of the effectiveness and operation of fire detection and suppression equipment and exits were carried out. Staff were unable to demonstrate how fire alarms and fire exits were checked. Records we saw which stated these were carried out did not reflect our findings during the inspection.
Records to confirm a fire evacuation drill had ever been carried out were not available. Staff confirmed they had never taken part in an evacuation drill.
Systems were established but not effective in ensuring required tests to reduce the risk and spread of Legionella were carried out. Staff could not consistently demonstrate how water temperatures were recorded and what equipment was used.
Prescription pads were not stored securely or their use and issue monitored to prevent unauthorised access.
The provider had made the following improvements;
Processes to ensure the availability and effectiveness of medical emergency equipment were now established.
The provider no longer dispensed medicines from the service, addressing the risk of stock control and security of prescription medicines.
Safe and effective staffing
Systems were established but not consistently applied to ensure staff recruitment was carried out in line with recommended guidance. Evidence of pre-employment checks for new staff were not available or submitted following our inspection.
Infection prevention and control
At the time of our inspection records to confirm required infection prevention and control audits had ever been carried out were not available. The provider submitted an audit following our inspection.
Medicines optimisation
