During a routine inspection

During our inspection, with each person's permission, we visited the majority of people who used the service in their own homes. We spent time talking with people and watched how staff gave them support and care. We heard staff address people respectfully and explain to people the support they were providing. Staff were friendly and very polite and understood the support and communication needs of people in their care.

We found peoples' care and welfare needs were met in a way which ensured their safety. People told us 'I always know who will be supporting me. They come shopping with me' and 'I have a keyworker and they help me with my shopping. I like them (staff). They have helped me to get a job. They help me when I am not well.'

People who used the service were protected from the risk of abuse or harm. This was because staff understood about the risk of abuse and what to do should they suspect or see this happening. The manager also carried out thorough checks of all new staff to make sure they had the right skills and were suitable to work with vulnerable adults.

We found staff were properly trained and supported and understood the care and welfare needs of the people they supported.

We found that the manager and senior staff carried out regular checks to make sure good standards of care were provided to people.

You can see our judgements on the front page of this report.

During a routine inspection

We visited seven people in their own homes as part of this inspection. People told us they had helped to write their care plans and the staff treated them well. One person said 'I can do things when I want and the staff help me.'

Some people told us they always had the same staff coming to their flat. One person explained to us how important this was for them as they liked to get to know the staff supporting them. They also told us they were involved in their review meetings so they could plan their own care.

Another person said the staff always made sure they were given their medicines on time.

We looked at a thank you letter from a service user and their relative. In this they described the staff as 'friendly but professional' and 'a wonderful bunch of people'.

When we visited some people we found they were unable to tell us directly about their experiences and views of their care. Therefore, we watched staff practices as they supported people. We heard staff address people respectfully and explain to people the support they were providing. We saw staff knocked on people's front doors before entering. Staff were friendly and very polite and understood the support and communication needs of people in their care. Staff waited for people to make decisions about how they wanted their care to be organised and closely followed people's way of communicating.

People told us they felt able to complain. On the day of our visit one person had written a letter of complaint and gave this to the person in charge to look into.
