DBAGZ Solutions Limited Crawley provides care and support to people living in their own homes within West Sussex. CQC only inspects where people receive the regulated activity of personal care. This was the first inspection of the service.

People were supported by staff who understood how to protect them from harm and manage risks safely. There was learning from incidents and safeguarding concerns, with clear reporting processes and oversight by management. Risks were assessed and managed in a person-centred way, enabling people to maintain independence while remaining safe. Safe training and consistent staffing arrangements supported continuity of care, and people and relatives felt confident in the way care was delivered.

Assessments were comprehensive and reflected people’s preferences, protected characteristics and changing needs. Staff worked collaboratively with external health and social care professionals to ensure care was evidence-based and responsive. People were supported to maintain their health and wellbeing through monitoring, timely referrals and clear care planning. Systems to monitor outcomes, including audits and reviews, supported continuous improvement.

The service was caring, and people were treated with kindness, dignity and respect. Feedback from people and relatives was consistently positive about the compassionate approach of staff. Relationships between staff and people were strong, with staff demonstrating a good understanding of individuals’ needs, preferences and backgrounds. People were supported to make choices, retain independence and remain in control of their care.

The service was responsive to people’s individual needs. Care plans reflected a holistic understanding of people’s physical, emotional and social needs and were updated when circumstances changed. The provider demonstrated effective coordination of care, including working across a wide geographical area while maintaining continuity through consistent staffing. Feedback mechanisms were in place, and concerns were managed in an open and transparent way.

The service was well-led, with clear leadership, governance and a positive culture. Leaders were visible, approachable and committed to delivering high-quality, person-centred care. There were robust systems for monitoring quality, managing risks and driving improvement. Staff felt supported and able to raise concerns, contributing to an open and inclusive culture.

People's experience of the service

People using the service, and those close to them, provided consistently positive feedback about the quality of care and support they received. People described staff as kind, respectful and caring in their approach. One person said, “Amazing actually the care… they continue to be kind and understanding,” and another told us, “They are always polite and caring, I’m very impressed.”

People felt safe receiving care and were confident in staff’s ability to support them. They told us staff used equipment such as hoists, standing aids and mobility equipment safely and competently. People also described how staff supported them with complex health needs, including catheter care, and did this effectively. One relative said, “They empty [the catheter] regularly… they look after it well,” demonstrating confidence in staff practice. People reported that staff followed infection prevention measures, such as wearing personal protective equipment, helping them feel protected from harm.

People’s experiences showed that care was delivered reliably and in line with their needs. Most people told us staff arrived on time, completed required tasks, and stayed longer if needed. People valued the flexibility of the service, explaining that staff adjusted call times when requested.

People told us they generally experienced continuity of care, with regular carers who got to know them well. This continuity supported positive relationships and helped staff understand people’s needs, preferences and routines. People felt staff understood them as individuals.

People were supported in a way that promoted their independence and respected their wishes. They described being involved in their care and able to request additional support when needed. Staff supported people with daily living tasks, mobility and personal care while encouraging them to retain control over their routines.

People and relatives spoke positively about communication with the office team and management. They described staff as responsive and approachable, with concerns addressed promptly. People also told us managers and office staff maintained contact through visits and telephone calls to check on the quality of care and whether any changes were needed.
