During a routine inspection

The service had clear protocols in place to ensure safe and effective breast screening. People were provided with clear and comprehensive information before the screen took place. Their consent was recorded in writing before further investigations were performed.

Scans were examined by at least two specialist doctors before the results were finalised. People who used the service and their GPs were informed of the screening results in a timely manner. There were facilities in place to deal with emergencies and any adverse incidents were dealt with effectively and recorded appropriately.

Equipment was safe, suitable and effective. It was tested and maintained on a regular basis. Appropriate measures were in place to promote the privacy and dignity of people who used the service and to preserve the confidentiality of their records.

During a routine inspection

The clinics were held as part of a national 'well woman' programme for cancer screening services. The clinics in the North & East Devon programme saw over 33,000 women annually. We sampled a small group of 12 women who had attended clinic appointments during one week in August 2012 and who agreed to speak with us by telephone about their experiences. The women all described their contact with the service in positive language. Comments received included;

' 'I was very happy with the whole experience.'

' 'I was pleased that it was all women staff.'

' 'It is a really important service to hold on to.'

' 'They were very good, very efficient and it is good to have it locally.'

' 'It was clean. I was very impressed by the whole mobile unit and surprised how spacious it was.'

We visited the static clinic in Exeter on 5 September 2012, met staff, viewed records and checked that equipment was in good working order.

Overall we found that the service was well run, with high satisfaction rates from the women who had used the screening service. The provider ensured through regular and robust audit that quality was maintained and improvements made where identified.
