During a routine inspection

During our inspection we spoke with two people who use the service, one member of staff and the manager. Due to the level of service provided the home it is not staffed continuously throughout the 24 hour period. Staff visit the home each day for two hours to carry out safety checks and meet with people who use the service.

People who use the service were positive about the support they received from the staff. They said they were supported with their recovery at a pace they wanted and the staff were available when they needed them. The staff and manager demonstrated an in-depth knowledge of each person's needs and the support they required. We observed that the people who use the service and the staff had developed positive relationships with each other and the staff treated people with respect and spoke with people in a courteous and professional manner.

People were involved in identifying where they needed support and how this was to be provided. This was reflected in the support plans and risk management plans which detailed how people's needs were to be met through their time at Cherrington Road.

The equipment and utilities at the service were routinely checked in-house and through external contractors to ensure they were safe for people to use.

Systems were in place to assess the quality of the service, such as the monitoring of incidents, complaints and feedback from people. Actions were taken to address any issues and improve the service for people.

During an inspection looking at part of the service

On this occasion we did not talk to people who use the service as we we visited Cherrington Road to follow up on two Warning Notices we served on the provider, in relation to the hygiene and the environment of the home. This was due to us finding at our inspection on the 10th October 2012 that people who use the service, staff and visitors were not protected against the risks of unsafe or unsuitable premises, or protected from the risk of exposure to risks of infection.

Our findings from this inspection was that the provider had taken appropriate actions to protect the health, safety and welfare of people who use the service.

During an inspection looking at part of the service

This was a follow up visit to the service to check compliance with the Compliance Action imposed following our inspection on the 13th June 2012. Therefore we did not talk to any people who use the service.

People who use the service were not protected from the risk of exposure to risks of infection. The provider does not ensure appropriate standards of cleanliness and hygiene in relation to the premises occupied for the purpose of carrying on the regulated activity.The provider has not taken steps to provide care in an environment that is adequately maintained, including the use of any surrounding grounds.

We have taken enforcement action against the provider for this essential standard to protect the health, safety and welfare of people using this service.

During a routine inspection

Cherrington Road is a low support move-on service for people who need support for substance misuse. The service is not staffed, though people received support from the sister service, Churchfield Road, which is approximately one mile away. Staff from Churchfield Road visit Cherrington Road each day to carry out a health and safety check and to make contact with those people who were present in the service at the time. On this occasion we spent a short period of time at the service with the member of staff, as all information in relation to the people who use the service is held at Churchfield Road, where we spent time looking through records.

During our visit to Cherrington Road we were unable to talk to the people who use the service as there was no-one available to talk with us. However, we did see one interaction between staff and a person who uses the service, where the staff member was quite abrupt in their conversation with the person. We also saw records that showed us that the views of people who use the service are used to make improvements at Cherrington Road.
