During a routine inspection

We spoke with four of the people using the service. They told us they were asked for their views and were very happy with the care they received. One person told us "it is OK here. The staff are lovely". Another person said "They look after us alright".

We reviewed the care records for five people using the service. We saw people had up to date support and/or care plans in place, but that not all of the records we reviewed contained a risk assessment.

The service had a contingency plan in place in the event of an emergency however we found that only one member of staff had undergone recent first aid training.

People told us they felt safe living in their accommodation, and staff were able to demonstrate they had adequate knowledge of safeguarding procedures.

Some of the staff had undergone relevant training however we found that there were gaps in the training programme for several staff.

There were systems in place to monitor the quality of the service being provided but we found that not all of these systems were being kept up to date.

During a routine inspection

We found that people using the service understood the care available to them, and that they expressed their views and were involved in making decisions about their care and treatment. Staff had procedures to follow regarding people's privacy and dignity. One person using the service told us, "the carers respect my privacy. They always knock before entering my flat.' People using the service were able to express their views at tenants meetings and through newsletters.

Arrangements were in place for dealing with foreseeable emergencies.

People had their care needs assessed and recorded in support plans and care plans, and risk assessments were in place. However we found that some people did not have appropriate risk assessments or up-to-date care and support plans.

People were protected from abuse; there was a safeguarding policy and procedure for staff to follow and the provider took action to identify and prevent abuse from happening.

Care workers were not directly employed by the provider, but supplied by an agency. The care workers we spoke with told us they had completed an induction specific to the service, received regular supervision and were well-supported. However we were not able to review staff supervision or training records.

We found that the service had a number of systems in place to monitor the quality of the care provided. However, some systems had not been updated and some records were incomplete.

During an inspection looking at part of the service

We carried out an inspection of Somerville Extra Care Scheme on 15 August 2011 where we made two compliance actions requiring the provider to ensure the scheme met the essential standards of quality and safety. Following that inspection we received an action plan from the registered manager which told us how the scheme would become compliant. On 16 March 2012 we carried out an inspection of Somerville Extra Care Scheme to check it was meeting the essential standards.

During a routine inspection

People who used the service and their relatives told us during our visit on 15 August 2011 that the care and support they received was good. One person said 'The service is very well run. You're treated as an individual and have freedom of movement.' People also said that the staff were dedicated and caring, and they appreciated their efforts to organise trips and to involve them in making the most of the facilities on offer. People felt safe and relaxed at Somerville Extra Care Scheme and staff were respectful of their privacy and dignity.
