Date of assessment: 17 to 18 August 2026.

Reignscare Ltd is registered to provide personal care to people living in their own homes. At the time of our assessment, 2 people were receiving support with personal care. This was the first assessment of the service which was registered on 12 April 2023. The service has been rated requires improvement.

We identified breaches of legal regulations relating to safe care and treatment, staffing, fit and proper persons employed and good governance.

The provider did not always assess and plan for people’s needs and the risks they were exposed to. This meant they could not provide assurances that care was planned in a personalised way to meet their needs and mitigate risks. There was limited guidance and information for staff on how to meet people’s needs.

The provider did not operate effective systems for recruiting staff to ensure they were suitable and had the skills needed to provide safe care. Staff did not have access to training and support they needed to provide evidence-based care. This placed people at risk of receiving inappropriate or unsafe care.

The provider’s systems for monitoring and improving the quality of the service were not always effective. Records about people and staff were not always clear, accurate or up to date.

We have asked the provider to complete an action plan telling us how and when they will make the required improvements.

The provider had a range of suitable policies and procedures which reflected guidance and legislation. Staff told us they enjoyed working at the service and they felt there was good informal support. Staff arrived on time and provided care people wanted and needed. Staff worked well with external professionals to help make sure people received joined up care.

People's experience of the service

Whilst we identified concerns with records and systems, people were happy with the care they received. People were supported by the same regular care staff. Staff understood people’s individual personalities and how they liked to be cared for. They provided consistent reliable support. The agency was responsive when people’s needs changed and when they wanted changes to their support. People made choices and decisions about their care. A person using the service told us, “My care worker is alright, I like [them] and they care for me.” An external professional who worked closely with the service commented, “There have been very few changes of carers, and the best thing is that the carers have got to know [person]. They demonstrate an unconditional positive regard even when circumstances are challenging.”

While the people we spoke with expressed that they were generally happy with their care, our assessment found elements of care did not meet the expected standards.
